Given its proximity to Stratford and potential northward growth, the new settlement site must be carefully considered to ensure it remains distinct from Stratford and becomes a sustainable community. Development must be supported by infrastructure, including schools, healthcare, community facilities, shops, parks, and transport links. Further refinement is needed before inclusion in future proposals to maintain adequate distance from Stratford.

STC is an agreement with the general position that provision for infrastructure needs to be included for all development proposals. However, in the final plan documents this approach needs to be robust to ensure that all infrastructure supporting development is completed in parallel to the proposed development and we do not get into a situation where need infrastructure is delivered late or not at all. Infrastructure associated with a development should enable the community which emerges to be sustainable in its own right.

Strategic Objective 1: Sustainable locations need to have good transport connections and good infrastructure (services, health, education, social and community facilities). Without these the locations are not sustainable.

Although SG15 and SG16 are not considered as a new settlement, the potential combined size means that they may function in a similar way. With no fast connectivity such as rail, and with buses providing the only viable public transport to Stratford-upon-Avon, the effects on traffic in the town and approach roads would be unacceptable.

Shipston lies on the edge of the Cotswolds, and the surrounding land should be treated as greenbelt and protected from development. Transport connectivity is poor with no train and minor country roads.

There is already a great deal of new house building underway to the north and west of Stratford, without any infrastructure or enhanced transport links into the town centre. North of the A46 is greenbelt and should be preserved. Critically, the hills on both east and west of town (i.e. the Welcombe Hills and Bordon Hill) should not have any development on their slopes or crests but be protected as Local Nature Reserves. On this basis the areas shown in the plan for Lower Clopton (east) and West Shottery (west) are unacceptable.
