Stratford-upon-Avon is constrained by the historic layout of the town and the River Avon, and it suffers from major traffic congestion. In particular the medieval Clopton Bridge, still the only river crossing in the town centre, is overloaded and carries an excessive number of HGVs. SG19 lies south of the river and new houses in the area would add greatly to the pressure on the Clopton Bridge causing intolerable delays.

The most important enabling factor is provision of adequate transport infrastructure, i.e. roads and train services. Plans for these should accompany selection of sites, and they should be constructed in advance of any new houses. Specifically, the train lines from Stratford to Birmingham and Leamington Spa need to upgraded, and a southern bypass road needs to be built around Stratford, with two new river crossings (bridges and causeways) to both the east and west of the town.

The site has major transport issues, and the accompanying evidence which suggests that an upgrade is not necessary is flawed. Potentially this is a sizeable new settlement, and could provide a well designed setting for homes and employment, if a major transport upgrade and other infrastructure were included and implemented in advance. Of all the proposed sites near Stratford this is most preferred.

While this proposed settlement has benefits in that it is on a rail line, it is small to medium size, and therefore is unlikely to generate significant employment. Stratford town centre is less than 3 miles away, but providing an effective active travel link will be challenging, unless the railway line and services are upgraded. Probably it would languish as a dormitory settlement. The southern section of BW is too close to Stratford and, particularly if the SG18 extension to Stratford (north of Bishopton) is implemented, there would be a real danger of the two towns merging into one conurbation.

I support the concept of new settlements as they have the potential to deliver the majority of housing needs, with the minimum effect on the environment, and without detrimental effect on the character of existing settlements, providing the settlement is of sufficient size to attract investment, and proper infrastructure is planned and installed at the outset.

However there is no evidence that a clear purpose for each New Settlement has been, or will be, defined in the assessment, and used as a factor for assessing its potential success.

A proliferation of small scale developments may result in circling historic towns providing a collar affecting both the effectiveness of new development and the pre-existing town. Therefore the cumulative effect of small scale developments should be included in the acceptability criteria. Stratford already is choked by an excess of bland estates encircling the compact medieval town centre.

The policy makes no mention of the specific transport and connectivity requirements of accommodating growth needs from outside the SWLP area. These transport routes will be essential for commuting to employment outside South Warwickshire. A particular problem is the barrier that the River Avon interposes for people living south who want to travel to Coventry or Birmingham. For development of the Long Marston site, for example, there will have to be a bypass road south of Stratford with routes via new bridges to both the north-west and north-east. linking to the A46.

Transport, utilities and civic infrastructure should be planned, financed and delivered in advance of every development to facilitate the building of homes, to foster community cohesion, and to provide employment opportunities. It cannot be left to house builders as an afterthought. In order to achieve this for New Settlements or major growth areas, it is suggested that a form of Development Corporation incorporating all tiers of local government and public sector investors, would deliver the best outcome.
