If some Green Belt is used for development is it possible to have a policy that seeks to replace the area taken elsewhere in South Warwickshire, for example extending non affected Green Belt, creating new Green Belt or extending the Cotswold National Landscape?
Green belt land is an asset that should be protected and there are numerous empty/derelict properties and areas of land that should be used before tampering with the green belt.

There are several important principles in this chapter. In particular the nomination of Shipston as a Strategic Growth Location is seriously flawed. The fact it is located entirely within an SLA (Dunsmore & Feldon: Area 96) has been omitted. The selection appears to be heavily influenced by Call for Sites output from adjacent parishes served by Shipston. It is demonstrated that Shipston can contribute modestly to housing & industrial development over the Plan Period, without compromising its landscape or setting which are vital factors for the future.
It needs to be withdrawn from the SGL list prior to reg. 19.

This needs to have much more focus in the future. Experience has shown that developers have little or no regard or developed responsibility for the environment they change forever.

Definition is required of what constitutes a ‘major’ development it should be proportional to the size of the settlement where the development is proposed (for example a 100 dwelling development on the edge of Stratford-upon-Avon won’t have as large a visual impact as a 20 dwelling development on the edge of a small village). Furthermore, the visual assessment needs to take into account the wider visual context of where the existing settlement is (for example is it in a bowl) and the impact that the proposed development will have on the wider area (ie will it encroach on the skyline).

No insight is provided for a timescale for the SLA designation and the level of public consultation not indicated.
There must be a linkage between Special Landscape Areas and Nation Character Areas.

It should be noted that the National Character Area 96 Dunsmore and Feldon was completely omitted in the appropriate section of supportive evidence in the Sustainability Study (by Lepus Consulting). This calls into question the validity of parts of the HELLA B report.

Developers should be obligated to assist in the purchase of offsite allotments if none are proposed on the developer’s site as there are a shortage of allotments in many settlements.
This lacks definition. Given that developers would rather build houses there needs to be an enforceable link between development size & provision of allotments. (For example over 650+ dwellings have been added to Shipston in the last 10 years. This has resulted in no additional allotments).
