Further to this there is no defined linkage between size of development and size of play area/urban park.

The provision of open space is very important to many settlements where there is historically a shortfall in what should be provided.
The words of Draft Policy Direction 43c are commendable but ignore the fact that in Shipston on Stour, land for potential Open Spaces is all in private ownership. Landowners and their agents seek the best return on their assets, which means maximizing house building. The result is a town, of 6000+ having no public park. Plenty about protecting Open Spaces but nothing to suggest how they might be established.

A process is required for existing settlements to address existing shortfalls in local green spaces.
There appears to be no initiative to examine how the PRoW network might be developed to ‘open up’ the surrounding countryside.

A ‘two for one’ tree replacement scheme where a tree is being removed would be a useful tool to increase tree coverage.
(This has been adopted locally in Shipston on Stour.)

A balance must be struck between preserving the landscape and natural habitat, self-sufficiency for food production to reduce food fuel miles, solar power generation and providing new homes.
As it is a relatively new and emerging consideration, some of the technicalities are complex. (A worked example would have helped).

It's unclear how will the commitment to 30 years be secured from developers? What sanctions will there be if a developer goes bankrupt during the 30 year period or reneges on his commitments (local authorities often have difficulty in getting developers to fulfil their obligations under current S106 and S278 agreements)?

Employment designated sites in Local Centres need to be protected to encourage local businesses and hence reduce road traffic use by encouraging the workforce to walk/cycle to work as the employment will be within the settlement.

The provision of off-street car park chargers needs to be addressed urgently to enable visitors to South Warwickshire to charge their vehicles during their visit. At present there is a considerable lack of public EV chargers in the Local Centres.
