IM Land has comments in respect of site ref ID: 179. IM Land would welcome discussion with SWLP authorities and key stakeholders to discuss the site further and seek their inputs to continue to evolve the masterplan, which will be submitted to future stages of the SWLP. To ensure that everyone can understand the results of the assessment, and to justify allocations, the methodology needs to be clear, consistent and easy to understand.

Land support the need for the Draft Plan to respond positively to the identification of unmet housing need arising from the GBBCHMA. Any sites identified to meet any needs arising from nearby housing market areas should follow the spatial strategy, and accordingly be in the most sustainable locations, such as the land off Rumbush Lane. The site forms part of a potential wider development opportunity, comprising land in both Stratford-on-Avon and Solihull.

Whether the Council prepares a Part 1 plan only, or a single comprehensive plan, the focus should be on adopting a plan as soon as possible to support housing delivery and meeting both districts’ local housing needs and those of the wider Housing Market Area. The IDP should be developed further as soon as possible. IM land is actively promoting the land off Rumbush Lane (’the site’) for residential development. It is not clear why the site has not been considered as a reasonable alternative by the SA, despite its sustainability credentials and prominent location adjacent to Earlswood station.

IM Land is supportive of Strategic Objectives 1 and 2 and its focus to locate growth in the ‘most sustainable locations’ to meet current and future housing needs. Strategic Objective 3 (providing infrastructure in the right place at the right time) should be clearer about the realities regarding timescales for infrastructure delivery. IM Land is concerned with the use of the word “attractive” in respect of Strategic Objective 7 (Creating attractive places), which is subjective and could lead to a difference of approach to design across the authorities.

IM Land agrees with site specific infrastructure requirements being identified as part of allocation policies. Policy wording should be updated in accordance with h PPG (Paragraph: 001 Reference ID: 23b-001-20190315). The IDP should be developed further to establish a comprehensive itemised list of infrastructure needs across both districts to meet the total housing need.

53. IM Land do not object to the approach proposed by Draft Policy Direction 8, subject to any final policy building in flexibility for density ranges. Planning policy must support efficient use of land at appropriate density in accordance with Paragraph 129 in the NPPF.
54. The wording indicates density ranges will be agreed through a Design Code. Any Design Code should be prepared in accord with national guidance and offer a degree of flexibility and variety aligning with NPPF Paragraph 133 to allow consideration on a site-by-site basis and to ensure it remains adaptable to a changing market demands.

IM Land agrees that it is important that policies are based on the latest evidence of housing need such as the HEDNA. However, the policy should also have regard to “current and future demographic profiles” and “other up-to-date evidence of need.”

60. IM Land are of the view that it would not be appropriate to require large developments (100 or more dwellings) to provide a percentage of self and custom build plots. This is due to the scale of housing development that is often required, and the range of housing needs and demographics for different local areas.
