IM land supports the proposed strategic growth location (‘SGL’) SG01 for which the Land at Westwood Heath falls within (site ref ID: 197). Overall, there are no constraints which cannot be overcome at IM Land’s site within SG01. IM Land would welcome the opportunity to continue to discuss these emerging proposals with SWLP authorities to ensure the site is accounted for in the housing supply within the short term (0-5years).

IM Land note that the Land off Rumbush Lane can provide up to 800 homes, in a highly sustainable location. The proposals will provide a sufficient critical mass that will support the delivery of new social infrastructure, including a new village centre and primary school to serve new residents. The site can provide a consistent supply of new homes to the district over the plan period. The Site should be considered as a potential new settlement.

91. IM Land supports a policy regarding play provision. The Vision Document for the Land off Rumbush Lane includes opportunities ranging from children’s play to equipped fitness spaces to ensure that all members of the community are able to participate. 92. IM Land would welcome the opportunity to review and comment on the future guidance referred to within Draft Policy Direction 43d.

Prior to the Regulation 19 consultation, the evidence base must incorporate and thoroughly address the significant updates to Green Belt policy so the plan can be found ‘sound’ and compliant with national policy. More detailed, site specific, assessment work is anticipated to inform later stages of plan making, with stage 2 of the Green Belt Review will assess the performance of specific sites, where these are being considered for development. This should include the Land off Rumbush Lane, Earlswood (ID ref: 179).

Overall, IM Land has concerns regards the strategy for Draft Policy Direction 1. For the plan to be found ‘sound’ at examination as per NPPF Paragraph 35, it must be positively prepared and provide a strategy which, as a minimum, seeks to meet the area’s objectively assessed housing need. IM Land is of the view that South Warwickshire should “turn on all taps of supply” and consider all available sites, such as the land off Rumbush Lane, to address the “to find” figure of 28, 257 dwellings (without interrogating existing commitments) and meet the objectives of Strategic Objective 2.

IM Land 1 Limited (‘IM Land’) supports the proposals in the introduction in respect of the Land South of Westwood Heath. Whether the Council prepares a Part 1 plan only, or a single comprehensive plan, the focus should be on adopting a plan as soon as possible to support housing delivery and meeting both districts’ local housing needs and those of the wider Housing Market Area (‘HMA’). Additional clarity on development requirements will only support this, though this should not repeat national policy with the National Planning Policy Framework (‘NPPF’) and the National Planning Practice Guidance (‘PPG’).

IM Land are of the view that South Warwickshire should “turn on the taps of supply” and consider all available sites, including land already tested for its sustainability and suitability to deliver new homes, such as the designated safeguarded land to the south of Coventry in the adopted local plan (Policy DS21), to address the to “find figure” of 28,257 dwellings (without interrogating existing commitments) based on the 2024 standard method.

To ensure that everyone can understand the results of the assessment, and to justify allocations, the methodology needs to be clear, consistent and easy to understand. IM Lands comments relate to site ref ID: 197 only should be taken in to consideration.

As noted in our response to the introduction, an IDP should be developed further to establish a comprehensive itemised list of infrastructure needs across both districts to meet the total housing need. Suggested amendments will ensure that policy wording is in accordance with PPG.
