74. IM Land broadly supports Draft Policy Direction 25. As stated previously, IM Land are concerned with the use of the phase “attractive” which is subjective and could lead to a difference of approach to design across the authorities.

The wording for Draft Policy Direction 40 is too vague and lacks clearly defined and quantifiable metrics for the proposed “Greening Factor” at present. Clarity on how the greening factor will be calculated for an area should be provided and the methodology for developing this should also be consulted upon as part of the emerging plan.

87. The presumption in favour of retaining trees is supported by IM Land.
88. There may be an instance outside agricultural reasoning where a tree needs to be removed to provide a specific requirement of development, such as to facilitate an access. The loss of trees with regards to the planning application is also a matter of planning judgement as part of the overall planning balance. Policy wording should be updated to reflect this.

89. IM Land note that the intent of the policy is positive. The definition of open space should be included in policy wording and so that is clear for everyone, reducing ambiguity and potential disputes. The first bullet point should be updated to the following,
“Development involving the loss of open space of public value will not be permitted unless significant public benefits outweigh the loss.”
90. IM Land would welcome an opportunity to review and comments on the future guidance referred to within Draft Policy Direction 43c.

91. IM Land supports a policy regarding play provision. The Vision Document for the site includes opportunities ranging from children’s play to equipped fitness spaces to ensure that all members of the community are able to participate.
