Richborough note that this is an emerging area of policy and highlight the justification text at page 158 of the Preferred Options Plan, which states: “Further evidence is required to demonstrate the need for Environmental Net Gain and to help formulate specific policies for the Local Plan”. Until this further information is available to demonstrate there is a need for Environmental Net Gain Strategy, stakeholders are unable to provide a robust response.

Richborough generally supports Draft Policy Direction 40 “Green and Blue Infrastructure” however the introduction of a “Greening Factor” for the area needs more clarification and justification. The policy needs to include further detail on how such an approach would work in practice before stakeholders can provide a robust response.

Richborough consider, that in the context of page 164 of the SWLP, a specific Carbon Sinks and Sequestration policy is not required. There are sufficient proposed policies within the SWLP to protect nature sites. There is legislation to require 10% BNG is provided. At present, it is difficult to see how such a policy would add anything further to the SWLP.
