Even if the site could physically be engineered out of the flood plain, there is no evidence that these works could be achieved within the site, or that such works could be undertaken on third party land.
Access is gained either from a long single track, which is a private farm drive - which is of insufficient width to allow vehicles, particularly with trailers, to pass or from the proposed employment area which misunderstands the realities of a modern business park.
Site is considered irreconcilable in this location with the employment allocation
There are fundamental ownership constraints to delivery.
Does not have good access to the major road network.
Cannot be demonstrated that infrastructure can be adequately met
