The NPPF does not state that the duty to cooperate is limited to the housing market area. WDC are limiting the duty to cooperate to Coventry and Warwick District (excluding for example Solihull with a similar adjacent boundary)
The Memorandum of Understanding has inaccuracies is not based on the most recent data and has not been publicly consulted upon and is therefore not sound

This is unsound because Coventry chooses not to meet its own housing need within its own boundaries. They impose a criteria for preserving their own greenbelt and allocating sites but then require WDC to take the overspill into WDC greenbelt. This is not a sound and consistent approach.

This proposes to allocate green field sites on the edge of Coventry and is unsound as this is not consistent with Coventry City Councils own policy for locating greenfield sites

H43 Kings Hill . This is unsound 2.52b Land should not be taken out of green belt in anticipation of future unproven requirements. The current housing numbers used are inaccurate and based on out of date information. The text assumes 4000 dwellings however this figure cannot be justified as there has not been shown that there is currently a need for more than 1800 .

The population/housing need figures are not accurate and more up to date data is required before Kings Hill can even be considered as a strategic site. This is unsound and unjustified.

This cannot be allocated as a sub regional employment site until a sub regional sustainability survey has been carried out. Coventry is now part of the West Midland Combined Authority and other locations may be more appropriate.

This plan is already out of date and is being driven through without taking time to reflect the most current data available. This narrative introduces a degree of uncertainty about future demand and agreements between authorities. Due consideration is not even being given to current known circumstances such as Coventry now being part of West Midlands Combined Authority.
This is creating an unacceptably open ended situation giving unfettered scope for future alterations and is unsound.
The MoU is based on out of date information and is therefore unsound

The development at Kings Hill is based on an unsound information, inaccurate figures and out dated statistics. It conflicts with national policy in the NPPF. A need has not been demonstrated by a sub regional sustainability assessment across the region taking into consideration that Coventry is now part of the West Midlands Combined Authority
