Object to development of Whitnash and Warwick Gates area. Public services already stretched, roads regularly congested, extensive drainage problems. Looking at infrastrucure later is back to front approach. Unless provision of schools, medical services, traffic management etc addressed and necessary improvements included, will continue to actively object.

South of Harbury Lane should be excluded until 2040. Roads and public services are at saturation and close to breaking point at times. Cannot build here at this scale without massive investment in infrastructure.

The last of the greenfields surrounding Whitnash will have been built on over the last 40 years. During this time long standing residents have suffered from disruption due to building work and the preferred options will create further misery. Development on South Farm, the allotments, the Gas works Site and Warwick Gates has affected many due to the inadequate follow on of infrastructure and because of problems with flooding. How many dwellings will be built on the Woodside Farm site, if as rumoured it is 250 where would traffic enter and exit the site? Would a developer be required to provide access onto the Harbury Lane or would it be via Landor Road? Traffic on Landor Road, Ashford Road and access onto the Tachbrook Road is already a nightmare at peak times and needless to say this development will further add to the choked road systems.

Land at Heathcote Farm main objection that strategy hinges primarily on unquantifiable values which would do significant harm to Whitnash and Bishops Tachbrook. Whitnash has had massive development in Warwick Gates turning it into amorphous mass.Latest proposals threaten greater loss of identity, community.
Land rejected for development by LP Inspector - what has changed? WDC has responsibility to to preserve green environment. Infrastructure already strained. Roads are choked at certain times of day. Schools are at bursting point Doctors and dentists already over-subscribed. No need for industrial units as employers are moving out not in. People will travel to work where their skills are needed

Object for the following reasons:
Increased traffic, lack of infrstructure, access to Warwick hospital, increased pollution leading to loss of quality of life, enbough new housing built over last 15 years - who will live there? Need to use brownfield land first. Free homes by building halls of residence at University; ask villages if housing needed for first time buyers allowing them to stay in their own area. Land at Finham should be used to meet Warwick's housing requirement.

Not only detrimental to residents of Bishops Tachbrook, Whitnash and Warwick Gates, but also to residents of Warwick and Leamington Spa
Infrastructure:already inadequate
Water supply: poor pressure in Bishops Tachbrook after Warwick Gates built so Severn Trent had to build new pumping station.
Sewers: inadequate for village. Sewage flows into fardens onto Oakley Wood Road when torrential rain falls occur
Surface Drainage: flooding occurs on Oakley Wood Road where is crosses Tach Brook - more houses will increase problem along Tach Brook valley
Roads:
Congestion at peak times will worsen as will pollution. Traffic will increase through Bishops Tachbrook adding to speeding problems
Education: Not enough primary school places now. If more children have to travel to school, traffic will increase. Children at school outside area decreases social development of community.
Services: Police and doctors stretched now and will come under more pressure. Emergency vehicles will have to contend with congested bridges across rivers in Leamington and Warwick
Green Belt Land: In direct contradiction to Govt. policy to make Britain self sufficient in food production
Vision: Loss of village identity would contradict vision
Employment: Will be few jobs for new residents. Why build on green belt land for people to travel elsewhere to work?
Do not appear to have taken account of public opinion on options consultation when majority chose south of Coventry.
Additional housing could be located in villages, where needed.
Look for brown field sites

Anti-social behaviour results from large estates of houses. Infrastructure is not in place to deal with development. Traffic problems, especially with getting to Warwick hospital and ambulances will take longer through extra traffic. Told not to increase flood risk by not concreting over gardens.
Will need land to grow our own food in future.
Area around Harbury Lane easy target but it will ruin attractive place to live. Heritage sites of Warwick and Leamington should not be allowed to become like Coventry, Rugby and suburbs of Birmingham

Object to proposal to build large number of houses between Warwick Gates and Bishops Tachbrook. View emanates from legitimate environmental, socal and economic concerns as much as personal opinion. Understand pressures to house variety of people in family units but would prefer different model.
Loss of farmland and habitats. Large scale impermeable surface increasing surface run-off.
Different components of funtional infrastructure have individual and collective capacities which will be pressurised to the point of failure if 2500 houses built with increased localised population density. Key service provision (water, sewage management, health and education) would need to be in place before completion of estates.
Traffic congestion issues and pressure points well known. Increased flow will increase prospect of everything being brought to a standstill on a more regular basis with significant economic cost.
Social ownership and responsibility prevalent in Bishops Tachbrook. Would change due to negative effects of suburbanisation. Only narrow strip of green belt would divide new settlement from Bishops Tachbrook and poisitive socio economic diversity in council's vision could be lost.

Harbury Lane was acknowledged by Philip Clarke, Planning Officer at WDC, in a meeting in August 2005 as being a strong boundary - WDC declined to provide an area of restraint at the last Local Plan because they argued it was such a strong boundary. It runs along the ridge from Gallows Hill to Woodside Farm (also elevated), and development on the north flank of the Tach Brook would unacceptably destroy the view from public footpath W105. The fields at Grove Farm are ALC Grade 2 or better and appear to produce crops twice a year.

Unsustainable pressure on road infrastructure. Oakley Wood Road already used as rat run by drivers wiishing to bypass queues at Europa Way. Building more houses will increase pressure on roads and increase accident risk.
Damage to character of Bishops Tachbrook . If green fields developed between it and town it will become suburb of Leamington.
Building on green field sites should be minimised to help preserve diminishing environment. Opposed to development encroaching on Tachbrook Valley.

No benefit for present community or those needing housing. Driven by developers and supermarkets on south of town. Likely to prove most popular site in consultation, but short sighted as large scale development would have detrimental effect on whole district not just Whitnash, Bishops Tachbrook and Warwick Gates.
Lack of infrastructure, increased traffic resulting in poor air quality. Where will people work? Residents of Warwick Gates commute our of area. Buffer between Bishops Tachbrook and development would be eroded and eventually be developed as infill. Previous building has caused problems in Bishops Tachbrook - water supply and traffic. 'Tacking on' houses would be bad planning. If so many new homes needed nationally, should be in new towns.

What consulation has taken place with Severn Trent on feasibility?
No travel impact survey undertaken - likely increase in air pollution.
Serious impact on M40 junctions and town centres of Warwick and Leamington. Impact on bridges over and under canal and railway lines, tiime taken to get to hospital. Those living in towns will be trapped by gridlock, historic buildings damaged by traffic and air pollution.

Object to site south of Harbury Lane.
Houses to south of river would use bridges which act as pinch points. Already tail-backs at peak times since Warwick Gates developed. More traffic will result in gridlock. Traffic survey needed.
Full infrastructure survey needed.
Emergency services need to assess time it would take to attend emergency if houses were built.
Severn Trent Water must be consulted regarding costing and ability to supply water and sewerage service to each option.
Heathcote Park will be 'wrapped around' by the proposed development. Concerned at effect on Park's quiet and peaceful life. Park was moved to allow Science and Technology Park to be developed. Residents still recovering will now have to face this. Loss of value to park homes.
Any new housing required should not be put together in one place. What is difference between this and previous option 7 to locate new development in the rural area which was dismissed prior to options consultation?
In original survey only 6% of respondents supported high density development.
Of 15 directions of growth for public discussion, 3 options chosen from least popular 6.
Support strong reps. put forward by residents association of Bishops Tachbrook, Whitnash and Heathcote Park Association.

Object to unfair burden on small areas affected by proposals. Why 4000 houses proposed in vicinity of Bishops Tachbrook when 15 housing need? Re-evaluate calculations based on local population, available employment and hence population growth.
Inappropriate for few small areas to shoulder entire burden. Small amount of current population significantly and unfairly affected. Should be shared across district's towns and villages reducing impact on infrastructure. Will decimate Bishops Tachbrook and Tachbrook Mallory and is contrary to vision. Why no detailed traffic impact study or detailed infrastructure feasibility carried out? Traffic at Warwick Gates/Whitnash; problems already exist and will deteriorate further.Major amenities are on opposite side of river causing congestion on bridges and approaches. Increase in traffic using M40 junctions.
Location of proposed development near to Bishops Tachbrook.
SHLAA sites plan shows worst case scenarios in order to gain favour for preferred option, contradicting vision. Area of restraint to protect Bishops Tachbrook and Tachbrook Mallory, inadequate. Villages would be dominated by elevated housing devt. Will make development of remaining land more likely. Why can't existing boundary at Harbury Lane be retained? Loss of identity of village of Bishops Tachbrook. Should not be allowed to become a suburb of Leamington. Little sense of identity at Warwick Gates due to lack of up front planning and foresight. Proposal does not comply with vision with regard to village status of Bishops Tachbrook and Tachbrook Mallory.

The next steps of the development of the core strategy cannot go ahead based on fundamental issues of soundness which have been raised by a number of people in reference to significant changes under the planning act. This site has not been correctly assessed - it has been rushed through.
1. council admits substantial remediation of the former sewage works yet doesn't know what or how yet
2. planning to build on flood area yet no risk assessment or remediation measures suggested yet.
3. removing the over 55s peoples homes to provide access to the site.
4. council not following own rules about land

There is no infrastucture to support this development. It would add thousands of cars to the already over-congested roads. Evidence shows very few people live and work in the same area (eg, Europa Way AM & PM). There are insufficient school places for the current population of warwick gates so many of the journeys would be the school run.

There is an inadequate water supply to this part of the district, but other areas have a better supply.

This area as suggested in your own SHLAA report is liable to flooding.

The only beneficiary would be the developer.

Development at Woodside Farm will be in particular detract from successful buiness at Mallory Court Hotel.
Development along Harbury Lane will spoil countryside and impact on Bishops Tachbrook.
New houses that need to be built should be at Finham along area near Burton Green. Would be of benefit to students by providing housing closer to University freeing up hosuing in Leamington. Inappropriate to release land at Finham for Coventry.
Consider Hatton Park and other small pockets of land to spread impact.
