This depends primarily on a sensibly deployed police force, on the ground, but no over-reacting (e.g. Long Marston 2008); stronger control of licenses and sale of liquor - i.e. not a planning issue.

No. Building more housing, especially high density,and improving access will more likely increase crime. Kenilworth is currently a relatively safe area other than when the horsefair etc is on, why create a problem.
