The preferred level of growth will result in approx 15000 new jobs. It is likely that many of these jobs will be taken by people who will communte from outside the area. If this is the case there should be no need to provide all the houses proposed.

The trend based projections assume that recent levels of net migration will continue. However this is inaccurate because
-In the UK as a whole growth is likely to be slow (0 to 2%).
-HS2 will deter people from moving to the area
-the loss of manufacturing (AP; Ford Foundry) will reduce the vitality of Leamington
-there is a surplus of 1400 in the Preferred Options which are unnecessary
-600 homes per year is very ambitious

Object to the 10800 proposed new homes. This level of housing was strongly resisted and criticised by WDC in discussions with the West Midlands Regional Office in the past. The figures do not comply with WCC population figures and are therefore unrealiable. A 40% increase in Warwick's population over 15 years is unsustainable and will cause damage to the character of the area. The district has witnessed high growth in migration over the recent past and instead of accommodating future growth in this area, needs to consider catering for local needs. Warwick has had it fair share of development over the years and history has shown (Warwick Gates etc)that the necessary infrastructure has never been put in place.

The proposed level of growth is not supported by the community and goes against the outcomes of the consultation which supported 250 per year rather than 550. The projections are of dubious value and make selective use of statistics. If 250 isn't a viable option, why were people consulted on it?
The level of growth is unacceptable and will damage the nature of Warwick as a small town.
Green belt should not be risked at the expense of reckless ambition, especially when land at Ford Foundry could have been used for Housing and sites like Pottertons have not been completed.

Population has increased at twice the rate for Warwickshire and three times the rate for West Mildands. Warwick has already been subject to substantial increase in housing.

Considers that the level of growth is too high and that the absolute maximum that should be developed / can be absorbed locally is about 300 houses per year maximum.

In general support the principles and objectives relating to the amount of housing as the population is likely to grow and affordable housing needs to be addressed.
However the level of growth needs to be balanced against environmental considerations and in this context the level is too high and cannot be accommodated without significant environmental impacts. It is also questioned whether this level of growth is needed given current economic circumstances and the state of housing market.

Disagrees with 600pa growth option as it does not provide appropriate levels of growth in line with the evidence base for the Local Plan.
This is based on evidence from 2006 and 2008 ONS household projections, and the WDC 2012 SHMA whihc indicates 698 dwellings pa is necessary to meet affordable housing requirements.
It is important to provide large scale sustainable development in locations where people can live and work in close proximity such as Lenco's site at Baginton in relation to the Gateway.

Disagree with the level (10800 units) of growth as insufficient for the plan period. The 2008 ONS Household Projections estimates an increase of 17,000 households between 2008 and 2028, at a rate of 850 dwellings per year. The 2012 SHMA indicates a requirement of 698 dwellings per year to meet affordable housing needs of the District, in addition to market housing needs. Therefore the Council's proposed dwellings number is significantly below the predicted number of new homes required. The plan also needs to take into consideration the significant projected under provision of homes in nearby areas (for example Birmingham) and the SHLAA which indicates a supply of 13,385 units on deliverable sites, excluding windfall.

In principle we agree that sufficient housing should be provided across the
District to meet future housing needs. However, we are unable to comment on
the proposed level of an average provision on 555 per annum on allocated
sites, plus windfalls, as housing numbers are an immensely technical issue.

There is over-provision of housing resulting from the Council making projections from past population data which includes a period of exceptional growth. Take this bias out and there is no need to build on the greenbelt.

No objection to the level of growth that is required to support the forecasted increased population over the next 18 years, however urges WDC to ensure that there is a robust health infrastructure to support the increasing population. Growth should be considered in terms of the "triple bottom line" , i.e. the financial, social and environmental impacts. Aligns with public health indicator 'improving the wider determinants of health' and NICE guidance 'Public activity and the environment (PH8).

Consultation on levels of growth showed support from residents for the lowest levels of growth. This should underpin the plan and is being ignored by WDC and is underminimng the integrity of the Plan.

Previous consultation responses hve been ignored. The proposals are based on speculative assumptions such as
-Warwick District has over provision of housing in the past
students have distorted the figures
-a peak figure for migration has been used which is unlikely to be repeated
-the economy is unlikely to grow as suggested
-the housing trajectory is not logical
The proposed housing requirement is therefore unsustantiated and probably overstated

The views of residents as expressed in the 2011 consultation, are being ignored. The housing projections are based on outdated information when the economic climate was very different. The economic downturn means that the requirement for new housing is much lower than suggested.

Over the past 30 years, warwickshire, and in particular Warwick's population has increased by more than the national average. There have been huge estates built on Woodloes Park, Warwick Gates and Chase Meadow. Surely then, it could be argued that over the past 30 years, the Warwick area has already expanded by more than has been required, justifying a lower traget to be set for the next 17 years.
I understand that Cheltenham, also an historic town, took a stand against rampant development, and was indeed supported by the government. So it isn't true to say that submitting a plan for a lower level of development would necessarily be rejected.

The preferred Level of growth is perceived by the Warwick Society as simply a bid for growth, rather than a forecast for which there is either evidence or an action plan. The alternatives of more modest levels of growth, in both housing or and employment, with much lower damaging impacts, would be equally valid for the Council to choose. The Warwick Society therefore urges the Council to reconsider the growth level and all of its consequences.

The justification for the housing requirement has not been established and is based on generalised 2010 ONS data that can only guess at local conditions and future trends. Previous inward migration was a product of the building boom pre 2010 and has increased the population by 10% over the last 12 years, contributing to commuter traffic problems. Building 600 homes per year will cause permanent damage to the Districts environment. The Local Plan was prepared before the full extent of the financial recession was understood. By allowing the District to grow at double the national average rate the Council has created current problems.
