Crynodeb o'r Gynrychiolaeth:

English Oxford dictionary defines 'traveller' as "a person who changes location".

Will pollute the atmosphere around the surrounding villages and from personal experience know they will cause mischief and grief.

Offers no benefit to Harbury or surrounding villages which is why so many people have objected.

How will it look to people visiting the area?

Crynodeb o'r Gynrychiolaeth:

Nearest doctors' surgery struggles to support the village and does not have the capacity for new patients.
Nearest primary, junior and secondary schools also at full capacity.
Site on High Risk Travel Route with history of accidents and especially dangerous at Fosse Way/Harbury Lane crossroads.
No bus stops available and provision would be unsafe
Fosse Way already very bust and dangerous, especially from Jaguar/ Land Rover traffic.
No footways and cycling dangerous.
Children cannot be allowed to stand on busy road for school transport.
No mains gas, sewerage or drainage.
Flood risk area.

Crynodeb o'r Gynrychiolaeth:

Increased population puts undue strain on the medical facilities.

Increasing population increases traffic, but Fosse Way/Harbury Lane junction already dangerous without adding more traffic and creating potential injuries or even death.

Harbury school in is not large enough without additional investment.

Given existing high unemployment rates do employment opportunities exist for those moving into the area?

Emergency services are facing cut backs. Covering additional properties will impact the services further.

Harbury sometimes loses mains water pressure. Greater demand for water will not help.

are current sewage facilities adequate or need to be improved?

Development of prime agricultural land suggests Council is not interested in the local economy or developing 'brown field' sites.

Development will increase the existing flooding on Harbury Lane and B4100 during heavy rain.

Will improvements to local infrastructure be funded by the public purse or developers?

Object to a travellers/gypsy site anywhere near Harbury.

What do Gypsies give back to the local community? There are illegal encampments on the way to Coventry (Ryton) and a mess is always left on Harbury Lane playing fields when they camped illegally. Villagers are always up in arms for months on end trying to remove them, surely there must be a reason for that?

Object to GT02 for the following reasons:

Impact on local economy if current businesses on site close and jobs are lost. Warwickshire Exhibition Centre attracts thousands of visitors who also spend money in the wider local economy.

Would represent urban development in an rural/agricultural area and potential create more urbanisation over a wide area.

Nearby schools and GP surgeries are full and new housing is already planned so travellers wouldn't have any access to these facilities.

Site is isolated so travellers wouldn't integrate with local community, especially as schools and GP surgeries can't accommodate them either.

Site lacks the necessary utilities that are required.

Crynodeb o'r Gynrychiolaeth:

Local GP surgeries are either full or not served by public transport meaning no convenient access.
Radford Primary School is almost full and will be oversubscribed if the proposed new houses are built in the village. Harbury Primary School is also full.
The public transport is satisfactory but residents are likely to use their own transport. There is a bus stop on the B425 but no pedestrian links from it to the potential site.
Site will generate hundreds of traffic movements daily adding to peak time delays on a fast road that is designated a High Risk Route by the County Council. Being on the junction of two major roads the access may require highway improvements but it's unwise to introduce more traffic here. Also any new bus shelters, pedestrian crossing, street lighting etc will add to the urbanization of the area.
Fosse Way a very busy main road which creates the potential for noise and disturbance to site residents
Site has no mains sewerage, drainage or gas and only a limited rural electricity supply line so fails to meet the Council's site requirement criteria.
At this point the Fosse Way is on its original alignment so considerable archaeological remains will be destroyed as previous remains have been found locally. Therefore it's important that archaeology and heritage of the area can be recovered and safeguarded prior to any site works.
The proposed site will cover 0.8 hectare (8000 m²) which is four times the size of the Exhibition Centre and could increase if working space is also included. The large number and variety of caravans and vehicles in the bottom of the valley cannot be integrated into the landscape without harming the visual appearance and character of the area. Also the historic traditional Woodlands provide habitat for birds and small mammals (Pipistrelle bats, great crested newts) and would be greatly affected by the site and possible intrusion and activities of younger residents.
The village of Radford Semele over 1.5 miles away and there is a very small community in Fosse Way (20 houses) within half a mile of the site. The 120 residents on site will absorb rather than integrate with this small local community so will not encourage peaceful and integrated co-existence.
The proposed site has no mains sewerage, drainage or gas and the electricity supply is a limited rural line which will possibly need upgrading to an increase in demand.
The perception of the site will impact on the Warwickshire Exhibition Centre which is likely to lose events and make it impossible to continue operating resulting in job losses. Local economy will lose the money spent on accommodation, food, entertainment etc from visitors to the Exhibition Centre (c£5m). Additionally several other local businesses (employing between 50 and 60 people) would be caused significant difficulties by this development.
Unauthorised expansion from the site onto agricultural land could mean contractors would not risk tractors and equipment and together with crop damage and possible rubbish deposits could result in the land becoming unsightly and unfarmed.
Fosse Alpaca and Kune Kune Pigs are located close to the site, and it is important to protect the animals from diseases (foot and mouth, bTB and Parro virus) which can be spread by human trespass and unvaccinated dogs. The animals graze on fields between the site and the Grand Union Canal.
The site will be major invasion into the openness of the countryside and will be an irreversible urbanisation of the entire area and make further 'ribbon' development harder to resist.

Crynodeb o'r Gynrychiolaeth:

Site appraisal carried out by Enfusion is inaccurate and misrepresentative.

The Enfusion report is unable to reach a conclusion on the economic impact of the proposal. However, most of site is owned by Warwickshire Exhibition Centre, a successful and established business, contributing to the local directly and indirectly through visitors' spending money in the wider area. Owners do not wish to sell the land as it will lead to the cessation of their business. An economic impact assessment was submitted and details the severe economic implications of the loss of the Exhibition Centre, its 40 employees and on the local economy. Therefore the proposal would have a strong negative impact on the economy.

The Enfusion report gives a positive score on Sustainable Transport and Reduced Need to Travel, with good access fom the site to public transport and a bus stop nearby. However, there are no pedestrian facilities leading to the bus stop (i.e. footpath or footway) or hard standing when waiting for a bus. Aware from personal experience that walking on the busy road to the bus stop is extremely dangerous and unpleasant. It will not encourage use of public transport.
There are no pedestrian or cyclist provisions and therefore any potential walker or cyclist would have to travel on a carriageway. Roads are busy and dangerous with high volumes of traffic. The Fosse Way is particularly notorious, as evidenced by a large number of safety/casualty warning signs.
There are no local services or community facilities so the only suitable and accessible mode of transport is by car. reachable via walking or cycling. The site will not reduce the use of car and is a strong negative of this site.

Site abuts two extremely busy roads. Site access location would be dangerous due to impaired access and forward visibility on all approaches. Traffic volumes necessitate a formal junction with a dedicated right turn lane which will require taking additional private land. A substantial access would be required (for trailers, touring caravans etc) further exacerbating the problem. Egress would be equally difficult. There could be safety implications for potential residents and general public using these busy roads. If children are playing in this area it could have serious safety implications.

The large volumes of traffic would subject residents to a lot of noise.

Site is outside the catchment area for Harbury school, and school in Radford Semele is nearing capacity. Development of 100 new houses in Radford will utilise the remaining school places.

The nearest doctors' surgery is 3.5 - 5 miles away but has is near capacity. No local services or facilities i.e. shops, schools, doctors surgery etc which can be accessed via walking, cycling etc.
Site has limited access to services and no mains gas or sewerage. There is a limited rural electricity supply and poor telecommunication connections. Previous residential development proposals here have been refused due to its lack of services and community facilities.

The Enfusion report gives site only a minor negative score on the Prudent Use of Land and Natural Resources, as it's a Greenfield site located outside the main settlements. The report doesn't acknowledge that site includes privately owned residential properties, successful and established business and high value agricultural land. All would be effected affect so this site cannot be considered a prudent land use especially as Compulsory Purchase Order would be necessary creating extra delay and expense.

Site is in a natural valley and clearly visible when approached from the North, East and South. not possible to hide or screen the site from view. This would have negative effect on both natural environment and landscape, and the privacy of potential residents.
The Enfusion report states presence of protected species and the ecological value of the site are unknown. Forestry Commission report of January 2013, on woodland adjacent to the area of search (site survey 42856), reports a badger set, Honey Buzzard nest containing a breeding pair. Bats, owls, sparrow hawks, woodpeckers and a variety of deer were also found. Further, adders, grass snakes, frogs, toads and newts were also found in two ponds included in the survey, located near the search area.

The Enfusion report doesn't reach a conclusion with regard to impact of the proposal on Historic Environment. However, site is located adjacent to a Roman road, therefore potential for archaeological artefacts. This would impact on construction schedule, whilst archaeological works are taking place.

The economic impact, sustainable transport issues, highway safety, ownership issues, environmental impact and presence of local wildlife, site's visible locality, distance to local services and schools, prudent land use and historical environment impact make the site unsuitable.

Difficult to access doctors - none nearby.
Fosse Way very busy and often dangerous with frequent accidents on Southam/Leamington roundabout.
Cost of supplying gas, drains and electric very high.
Warwick Exhibition Centre provides livelihood and support for other businesses and enhances local economy.
Part of open space leading to Leamington and is attractively farmed. Question if wildlife issues addressed. Other sites more suited.

Crynodeb o'r Gynrychiolaeth:

Site inappropriate. Would put Exhibition Centre out of business with severe impact on local economy, loss of income, approx. 40 jobs and trade for other businesses.
Access from either Fosse Way or Southam Road would be dangerous given traffic speed and volume (provides statistics) and proximity to roundabout. Difficult to create an appropriate access. Fosse Way a notorious accident black spot evidenced by abundance of signs. Danger to any child inhabitants of site.
Bus stop is unmarked with no waiting area or footway access and therefor dangerous to reach along busy road.
No footways to any settlement would force residents to drive. Should score negatively.
Land requires compulsory purchase evicting families from homes destroying businesses and removing good quality agricultural land. Should score negatively.
Enfusion Report acknowledges site would not fit into landscape. No way the site could be screened effectively.
Site could be affected by archaeology - could significantly delay provision.
Presence of protected species unknown. Forestry Commission report on adj woodland reported badger, honey buzzard, bats, owls, sparrow hawks, woodpeckers and a variety of deer. Two ponds contained adders, grass snakes, frogs, toads and newts. Should be negative score on impact on natural environment.
Not a doctors' surgery within 1.5mls - is closer to 5mls - as is nearest school ; both at capacity. No access to shops or other facilities by footpath or cycleway.
No gas, and limited electric supply. History of refusals of planning applications given unsuitability of area.
Land not volunteered by owners - cpo inappropriate use of public money and affects provision timescales.

No mains sewerage, drainage or gas. Electric supply on a limited rural line would need upgrade.
Irreversible urbanisation in landscape.
On or close to junction of two main roads with high traffic flows. Generate a lot of traffic on Fosse Way which carries fast traffic and is a High Risk Route. Add to peak time delays.

The location not safe for pedestrians seeking to use the bus service on the A425 or for cyclists or slow moving large towing vehicles. even crossing the road in the 30mph zone is an extremely hazardous exercise. The Fosse Way adjacent is extremely busy and fast main road with high risk crash history. No footpath to surrounding villages and certainly no street lighting.
Cannot be absorbed within the landscape. three out of four routes leading to the site are from higher ground. It will be very noticeable on the approach from Ufton - hedgerows will not be able to screen the site.
Site is recorded on the Council's Archaeological register, so could have an adverse impact on this historic environment.
The Warwickshire Exhibition Centre would close, creating job losses and negative knock-on effect to other local business/tourism. Estimated loss £2m to local economy.
Nearest school at Radford Semele is close to capacity and the nearest GP is approximately 5 miles away but with no direct bus service. Thus making access to local services difficult.
Site is therefore unsuitable.

Site on busy main road. 60mph and recent history of accidents including fatalities. Adding traffic would increase risk especially if slow moving eg caravans/trailers. No safe access to road network.
Would place considerable strain on local resources and facilities. Impact largely on neighbouring District or Stratford.

Crynodeb o'r Gynrychiolaeth:

Object to proposed development of site as unsuitable as follows:

Travel - Site is on a High Risk Route, used by commuters at high speed. At least 12 serious accidents in last 3 years plus countless others (including involving my brother and best friend) while our family has lived on Fosse Way close to the site. Bus stop is on overgrown verge, there is no footpath and cycling incredibly dangerous on this busy route.

Local economy - development on the site will have detrimental effect on Warwickshire Exhibition Centre, which has already lost prospective business. Puts at risk up to 40 jobs for the local community during exhibitions. An economic impact assessment suggests the centre contributes more than £2m to the local economy annually, plus knock-on business. House prices will fall and area will suffer hugely.

Access to amenities - Nearest doctor's surgery has no capacity for new patients, and is almost five miles away with no direct bus service. This does not constitute "convenient access to a GP surgery, school and public transport" which is a criterion for site suitability.

Historic environment - This site would surely fail the criteria regarding natural and historic environment. Parlour Spinney Woodland (dating back to Doomsday) is nearby and has several protected species of bats, deer etc. The site is on the Archaeological Register with ancient pottery recently found, and on a Historic Toll site from mediaeval times. Fosse Way Road is an extremely historical road.

Rural environment - The site lies within a valley and would be visible to travellers from many of the local areas, thus failing the "rural environment" due to visual impact. Damage to the wildlife habitat in Parlour Spinney Woodland would be hugely detrimental and contrary to Council criteria.
