Centro supports the strategic vision of the Local Plan, however feel that reference should be made to certain strategic documents (listed in full text).
Warwick DC should ensure that new proposals are consistent and follow principles established within the Warwickshire Local Transport Plan with the aim of improving modal share for sustainable means of transport.
Continuing investment in public transport across the district is welcomed as well as the recognition that strategic land use decisions can affect lifestyle choices and lead to long term improvements in health amongst local communities.
Centro welcomes the overall spatial vision for the district and especially the identification of transport as an important issue. Centro in particular welcomes the emphasis of delivering a sustainable transport package as one of the key principle's within the Local Plan.
Centro welcomes that improving access to sustainable means of transport is a key strategic objective running through the document. Warwick DC should ensure that new proposals must be consistent and follow the principles established within the Warwickshire Local Transport Plan with the aim of improving modal share for sustainable means of transport.
The need to continue to invest in public transport across the district is welcomed as well as the recognition that strategic land use decisions can affect lifestyle choices and lead to long term improvements in health amongst local communities.
We also consider that there are a number of policy documents serving the West Midlands Metropolitan Area that should be considered whilst developing the Local Plan;
1. West Midlands Local Transport Plan
The West Midlands Local Transport Plan 2011 - 2026 (LTP) is a statutory document which looks at the transport needs of the Metropolitan Area and sets out a way forward to deliver those needs through short, medium and long term transport solutions.
The LTP has two parts:
* The Local Transport Strategy - covering the 15-year period 2011 - 2026
* The Implementation Plan - which details how we will deliver the first five years of the Strategy (2011-2016)
2. Centro Integrated Public Transport Prospectus (IPTP)
The Integrated Public Transport Prospectus outlines a vision for a prosperous, healthy, inclusive and sustainable West Midlands, served by a world class public transport system. The IPTP is currently being revised by Centro with the intention of a public consultation draft available from January 2013.
3. West Midlands Rail Vision
The West Midlands Rail Vision provides the region with a strategic focus for existing passenger and freight services and future rail development that will serve the West Midlands Region. This is currently being revised by the Regional Rail Forum

The strategy of the plan is considered to be inherently sound and positively prepared. However considers that the plan may not be able to achieve its 15 year vision due to the end date of 2029. This should be extended at the very least to 2030, however to built in flexibility should the plan slip extending the period to 2031 would be justified. Encouraged by the Council's commitment to ensuring the duty to cooperate is met. However it is important that mechanisms are in place to ensure compliance with the duty and further detail about the process are made available perhaps in the form of a duty to cooperate statement. This should also address how co-operation has been discharged in neighbouring housing market areas, particularly the major urban areas. Endorses the view that high house prices are a key issue in the district and that the local plan needs to tackle the issue. Share the view of the Local Plan that, in order to do so, there is a need to plan positively to provide more housing to meet future needs. Supports vision for the district, it is clear and concise. The spatial strategy in para 1.43 is sound however there is concern that it is very much in summary form. This is easily overcome by paragraph 1.43 cross referring to the full spatial strategy contained at Policy DS4 of the Plan.

The Council's vision is broadly appropriate and we particularly agree that ensuring the level of housing provision enables development that is both of a high quality and affordable is critical to the future prosperity of Warwick District. In addition we agree with the aspiration to support growth in the economy and note that providing the right type of housing in the right locations is critical to the Council in achieving this.

Paragraphs 1.40, 1.42 and 1.52 of the Local Plan are welcomed and supported as they are currently written. This is because they recognise that businesses and communities require safe and secure environments within which to grow and flourish. Therefore, the design of new developments and provision of infrastructure will be essential to control crime, anti-social behaviour and reduce the fear of crime. This in turn provides reinforcement for the following provisions of the Local Plan: -
* Overarching Policy SC0: Sustainable Communities
* BE1 - Layout and Design
* Paragraph 5.9
* HS1 - Healthy, Safe and Inclusive Communities
* HS7 - Crime Prevention
Paragraphs 1.40, 1.42 and 1.52 also provide support for the delivery of the emergency services element of the Council's 'Draft Infrastructure Delivery Plan - April 2014'.
All of the above will therefore help achieve economic growth and the creation of strong, vibrant and healthy communities in the District, as per the targets contained within the following strategies: -
* A Shared Vision - Warwick District's Sustainable Community Strategy 2009-2026
* South Warwickshire Community Safety Partnership - Partnership Plan - April 2014 - March 2017
* Garden Town, Villages and Suburbs - A Prospectus for Warwick District Council - May 2012

The Health Impact Assessment undertaken by Public Health Warwickshire considers the Plan to be positive for contributing towards improving and protecting the health and wellbeing of people in the District.

In addition we agree with the aspiration to support growth in the economy and note that providing the right type of housing in the right locations is critical to the Council in achieving this. Agree green belt release should only be enabled where exceptional circumstances exist, consider that the release of additional green belt land around H28 at Hatton Park would form a sustainable development opportunity.
