A mixture of site relevant densities and tenures is only achievable if due weight is given to the specifics of adopted local and neighbourhood plans and the developer use of amendments and variations in permissions to alter tenures for profit/CIL exemption is prohibited.

The South Warwickshire Councils are justified in their approach to housing mix and tenure as it reflects the ambitions of Paragraph 63 of the NPPF, and the NPPF as a whole. The Councils should ensure they provide flexibility within their housing mix and tenure policies to account for circumstances where delivering a housing mix in-line with the identified mix is not feasible or logical.

We acknowledge the policy direction on housing tenure and types needed in both Districts, but note that discussions often focus on affordable housing. While its provision is crucial, we believe you must also consider other tenures and property types based on site context. For instance, at Aylesbury Road in Hockley Heath, the adjacent site has open market dwellings, suggesting a similar approach could be appropriate. Ultimately, we will adhere to the guidance established through the emerging Local Plan.

I think there is a greater requirement for rented residential property with secure tenancy than is currently realised. I also feel that at present older people wanting to downsize from family homes to smaller, rented accomodation do not have many reasonably priced options available in the area around Stratford.

I think that it is essential that homes have enough outdoor space for children and adults to not feel underthreat by too close proximity to neighbours.

This direction is too general. It goes without saying; any policy direction should include regarding latest evidence as a given. The direction should be specific to its policy area. In this case, for example, something relating to how to set affordability criteria.

We consider providing a separate affordable housing requirement for Stratford-on-Avon and Warwick Districts would be appropriate in terms of reflecting local requirements and local viability calculations. However, it is considered that the tenure and type of affordable homes sought should be determined on a site-by-site basis, based on national planning policy and best available information regarding local housing needs, site surroundings and viability considerations. Catesby Estates support a collaborative approach to identifying site-specific affordable housing requirements, including tenure and type of affordable homes to be provided on-site.

Affordable housing should be a mix of private rented and 60% market value freehold properties. Social rented should be very limited and confined to city areas where public transports is available. In much of South Wariwickshire public transport is in adequate.

Universities must be made responsible for student accommodation. Student requirements can be satisfied in high rise developments, they do not need gardens, and are only occupied for part of the year. Planners must prioritise local demand for housing first. The transient influx of students cannot be allowed to influence local housing needs. They should be provided with accommodation close to their place of learning and steps taken to discourage landlords from renting to students. Student areas are generally shabby and accommodation not well maintained by landlords or occupiers.
