I wish to provide comments on the SWLP and in particular with respect to the SG23 site North of Henley in Arden.

Turning to the SG23 site North of Henley in Arden, I oppose the development of this site for the following reasons:

1. It is identified that the site could be developed with up to 2,500 homes on green belt land. Such a development would fundamentally change the character of Henley, by tripling the size of the community. The infrastructure of Henley is already significantly stretched, and any further development of this nature would push the community to breaking point with respect to existing infrastructure relating to healthcare facilities, education, drainage and traffic management.

2. On the issue of drainage, Henley is already subjected to significant flood risk in the North due to the inability of the existing drainage to cope with the run-off water from the neighbouring farm land. We now have flooding of the North of Henley and the closure of the A3400 on a more regular basis. This flooding appears to be occurring more often due to the UK's increasingly wetter climate (current scientific evidence on climate change is such rainfall is only going to increase and become more common in the area). The drainage in Henley, already stretched to cope with current demand, will be unable to incorporate the increased volumes required as a result of the proposed development of SG23.

3. Of particular concern is the proposed development of the land to the east of the railway line in SG23. This farm land provides rain run-off from the surrounding agricultural land. During the winter months this land absorbs the substantial volume of water that flows from the surrounding farm land before it reaches the A3400 North of Henley. By developing this land (east of the railway line in SG23), such water will no longer be absorbed by the ground and will simply flow down the hill (the land east of the railway line in SG23 is all on a downhill slope going from west to east towards the A3400) and will inundate the already stretched drainage, resulting in regular flooding of the A3400 north of Henley every time there is heavy rainfall. The damage to the grass verges by the row houses north of Henley is still visible. This was caused by cars stuck in the floodwater over the Christmas period, being some three months ago. Such occurrences will become more common if the land east of the railway line in SG23 is developed, resulting in further physical damage to the roadside and general disruption to access in and out of Henley to the north every time there is heavy rainfall.

4. There is no suitable vehicular access to the proposed substantial development of SG23. The A3400 going into Henley is already a congested road, with traffic disruption already occurring on a regular basis where the A3400 crosses the A4189 at the traffic lights. The SG23 proposal will add thousands of more cars to the Henley community, which will exacerbate the existing traffic congestion issues experienced by Henley. Such traffic issues are already compounded during the summer tourist months with extensive traffic coming from the Birmingham direction towards Stratford, or when the M40 is closed in the area, resulting in all motorway traffic being rerouted through Henley via the A3400 and A4189.

These are all serious issues, which if unaddressed, will result in any development of the land at SG23 leading to significant disruption and damage to the already over-stretched infrastructure services within Henley.

I am writing to confirm my objection to the proposed 2500 homes you have proposed for Henley in Arden on the old golf club.
The infrastructure of Henley in Arden could not cope with this additional housing estate on top of the current housing estate being built.
The roads, schools, doctors ,dentist and the sewage system can not cope with this potential plan.
I hope you can appreciate the concern that you have caused to this inappropriate plan

A comprehensive summary of the Site’s constraints and opportunities is set out in the accompanying Vision Document, which was previously provided in support of Representations submitted in respect of the Issues and Options consultation in March 2023. Whilst we do not intend to repeat in detail the details of the Vision Document, it is relevant to the Representations contained herein that this document demonstrates that the Site is both free from significant environmental constraint and visually generally well contained due to a combination of the surrounding mature vegetation and undulating topography.
it is considered that the Site to the south offers a more appropriate and logical opportunity for residential-led development, responding to the context of Henley-in Arden, including its heritage assets and allowing the delivery of a significant number of homes to respond to housing need. The Site to the south is more easily accessible from the existing settlement of Henley-in-Arden, offering a highly sustainable opportunity for development.
Furthermore, we are concerned that the delineation of the priority areas insofar as they relate to land to the north of Henley-in-Arden serve to artificially emphasise the positive attributes of Site SG23. This approach is, in our view, misleading and inappropriate.

CONCERNS: part of site east of railway line (Park Farm) is prominent in views from Beaudesert Castle SM. The settlement of Henley-in-Arden has a relationship with the castle and its historical linear form along the road is very evident. Development at/around Park Farm would weaken this (less than substantial harm) and should be a focus of greenspace. Name of Park Farm may indicate a small deer park associated with the castle.

Concerns around potential to harm significance and setting of Henley-in-Arden CA and multiple LBs.

Recommend: HIA prior to allocation.

Letter from Ullenhall Parish Council to South Warwickshire Local Planning Authority re Proposed Housing Development in Henley-in-Arden contained in the SWLP

We have received information of the proposed housing development of up to 2,500 houses to be built on the former Henley-in-Arden Golf Course and wish to register our concerns over such a development and the detrimental effect it is likely to have on Ullenhall village which borders the development site.
Ullenhall is a small village with some 550 residents. The proposed development could mean at least 5,000 people or even as many as 10,000 residents We have received information that a new road is to be built to service the new housing area and that the road would come across what are currently arable fields (Green Belt) and connect with the narrow country lane known as Henley Road in Ullenhall which is an unclassified road.
We believe the proposed access road would be sited between two dangerous bends within 100 yards in each direction with poor visibility and close to the Greenlanes bridleway. We believe the proposed junction would be “controlled” by building a traffic island at the location and it would be situated some 600 yards from the main B4189 Henley-in-Arden to Redditch road junction.
The proposed 2,500 house development would undoubtedly bring a potential number of 4,500 to 5,000 extra vehicles which would look to use the unclassified Henley Road in Ullenhall to travel through Ullenhall village to connect directly with the A435 Birmingham to Evesham Road and towards the M40 motorway. Furthermore, any heavy construction site vehicles would most likely travel through the village in a constant flow to and from the proposed traffic island and the access road to the development site.
The road through the village is already used as a “cut-through” and there is reason to suppose that, if the housing development goes ahead with the new access road, traffic flow would be permanently increased with domestic traffic by a high factor both day and night.
How long the construction would continue for is open to speculation but it is estimated that it would be for at least 2 or 3 years. The noise, inconvenience, road danger and pollution from exhaust fumes and dust is of great concern to the community.

The footpaths in the village are narrow or non-existent and often already have residents’ vehicles parked to the kerbs on either side of the road.

The Ullenhall Lane/Ullenhall Street/Henley Road through the village and the mainly single track, unclassified roads off this road are used by walkers, cyclists, horse riders and heavy farming equipment. This is a farming area with numerous public footpaths across the local fields and many walkers use the single-track lanes which have no footpaths.

After careful consideration by Ullenhall Parish Council and local residents, we feel, if the proposed development does go ahead, it will greatly diminish the quality of life in this area. The proposed development would have a huge sociological and environmental impact on our small village and its inhabitants.
We would suggest that as the proposed development is in Henley-in-Arden that the access to it should be in Henley-in-Arden and not on a narrow lane in our village. The best solution would be for the access road to join the A3400 Birmingham to Stratford-upon-Avon road or at the very least the B4189 Henley-in-Arden to Redditch road directly thus alleviating the huge potential environmental impact on our small village community of Ullenhall with 550 inhabitants.
The proposed development would seriously impact our way of life and our health which may well contravene Article 8 of the Human Rights Act 1998.

The information in this communication should be carefully considered by the relevant Planning Authorities and we believe that a more detailed plan of the proposed development should be made available to the general public before any final decision is made.

In summary, Ullenhall Parish Council on behalf of our Parishioners contest this proposed development.

The rail system holds the key to facilitating responsible housing expansion, particularly in areas surrounding both new and existing stations. However, for rail to fulfil this transformative role, it
must be underpinned by strong passenger service levels and seamless connectivity to central metropolitan areas.

If the SWLP is to permit these spatial developments, it must commit to requiring investment in the rail infrastructure. This not only supports sustainable living environments but also ensures
that we can effectively manage future growth while safeguarding our communities and the environment.

The South Warwickshire Local Plan must resolutely prioritise securing investment where there is spatial and/or large-scale development to ensure there is no diminution in existing services
while crucially enable a dynamic and interconnected future.

Without investment in the rail infrastructure (which must include both capital infrastructure and services) the two areas defined as SG23 and SG24 are opposed.
