The proposed development is out of scale with the village of Henley. The public, private and road services are already at capacity. Henley can accommodate infill housing, such as the 90+ development on the former College site that is progressing, but this doubles the size of Henley 1

There are other sites identified, where a new major modern village can be created with all supporting services. This would be cheaper, less detrimental during the 10 year build phase and be an additional credit to Warwickshire. There is plenty of opportunity for reasonable scale developments across Warwickshire.

The proposed site would double the size of the existing settlement of Henley in Arden. This will further exacerbate the flooding issue experienced in Henley.
Increasing development to the levels suggested will cause major traffic issues and increased pollution levels.
The site will need to have its own shops, schools and doctors. It would in fact become a new settlement that would pose a threat to the historical character and heritage of Henley and will adversely impact the strong community spirit and pride in the Town.
A smaller site tailored specifically for affordable housing would better serve the community.

Infrastructure does not support this. Limited public transport available, not enough parking available, too many lorries and cars already using A3400 , medical facilities already stretched , concerns over conservation and green belt, wildlife, area already prone to flooding. All of these vehicles will have to drive past our house which is on A3400 and already shakes when lorries drive past, this road was never meant for the amount of traffic or lorries using it , causing damage, fumes, noise. Infrastructure and other facilities do not support this amount of housing.

While I accept the need for some housing, I believe the scale of the proposal would have a detrimental impact on Henley in the following respects:
Flood risk - with climate change this would significantly impact the risk of serious flooding to roads and properties
Inadequate infrastructure and public services - eg medical centre, schools, shops, public transport, parking
Erosion of the character of Henley in Arden - loss of the unique charm and character
Traffic congestion and road safety - The A3400 is already badly congested
Harm to wildlife and biodiversity - loss of green space and natural environment

Building 2,500 homes would effectively double the size of our established community. Even halving that number would result in such rapid growth that it would disrupt the delicate balance and rhythm of life here. Henley is already facing significant challenges such as traffic congestion, limited parking, inadequate public transport, overburdened services, and flooding. Moreover, preserving our farmland is essential for ensuring future food security and economic independence. We must prioritize sustainable development that maintains the well-being of the community and protects the land we rely on.

1. This would be an ideal location for a solar farm to generate all the electricity Henley needs.
2. No objection to housing as long as a large percentage is social and affordable. No-one local can afford to buy in Henley anymore. We don't need more £500k+ family homes...
3. Previous local developments have failed to address infrastructure issues such as roads, schools and healthcare. These must be fully resolved before any houses are constructed.

Henley in Arden cannot accomodate explosive development due to local infrastructure being unable to absorb and serve the massive increase in population and traffic. The proposed plans will swamp the small town centre and the arteriel A 3400 route. The local schools and medical facilities would be overwhelmed and local retail unable to cope with such an influx.
It is greenbelt land and the high st is a conservation area.

The JPC distributed flyers to all residents, inviting them to a public meeting on 22 February, where we had 200 residents attend. Several councillors attended to answer questions, and plans were available for viewing. To ensure inclusivity, we had individuals with laptops to assist elderly residents and those without computers. We addressed their comments on their behalf. The summarised comments, along with the JPC comments, are attached.

Green belt (4.9 d): SG23 is the setting for the special character of historically important Henley in Arden.
(4.9 c) SG23 assists in safeguarding the countryside from encroachment.
SG23 is a locally much-valued green space, a green lung for Henley

Brownfield land: The former golf clubhouse and restaurant, the carparking area, and the former tennis court are worth considering as a brownfield site before any encroachment is made onto the golf course itself.

s breaches the green belt and opens up future development towards Ullenhall. The the local infrastructure will not sustain further growth. There are few local employment opportunities. local train service inadequate to Birmingham and Stratford and non existent to warwick/ redditch.
the golf course has become an important resource for the community wellbeing, walking etc and has now become a haven for biodiovesity....hares, kestrels, buzzards, deer , orchids and other bird and fauna have come in over the last few years . It has become an important wildlife site and should be fully assessed before any development is considered

this breach of green belt opens up development beyond this to Ullenhall.
Although there is train transport to birmingham/stratford. Its impossible to get get to Warwick parkway/ bham int or any other destination without a car so congestion will increase . local empoyment oportunities few. Bus services very inadequate.
the area has become a significant wildlife habitat, orchids , hares, roe deer, raptors, extensive bird life have naturalised the area and it has become an important resource for residents with designated footpaths. A survey of biodiversity should be undertaken.

This development will likely require treatment at Wootton Wawen (STW) Treatment Works, this Wastewater Treatment Works has low capacity constraints and high environmental constraints. Due to the size of the development, it is recommended that network upgrades will be required, alongside hydraulic modelling and engagement with STW. There could potentially be an alternative connection to Redditch - Spernal (STW) Treatment works however there are network constraints due to significant distance from the development site. Overall this development site is considered a medium risk location, as there is capacity however infrastructure upgrades will be required.

Henley in Arden is a community that has grown significantly over the years. Whilst it is on a train line the trains are not regular enough to support commuting into Birmingham and the road system around Henley already gets snarled up at busy times and the proposed development will encourage increased use of rural roads as rat runs. It is also an area that has suffered flooding in recent times and there does not appear to be plans to mitigate this currently never mind with the addition of more housing that could aggravate flash flooding in the area.
