Existing and proposed employment sites should be easily accessible by active and public transport means.

In principle, support the aspiration in the emerging policy direction to provide a range of sizes of employment development (small, medium and large). However, it is recommended that the policy also encourages employment development within/adjacent to town centre locations where possible e.g. offices, to support and add to the mix of uses within town centres and to respond to the needs identified in the supporting justification (Section 6.8) to the policy direction.

Support the proposed policy to protect local community facilities.

WCC recommends mainstreaming climate resilience measures, energy efficient designs and renewable energy into maintenance and development of community facilities.

It is also vital that community facilities come forward within any new settlements or on large development sites.

It is noted that WCC is currently working with the SWLP Team to inform the production of a Community Strategy to support new communities.

Do you agree with the approach laid out in Draft Policy Direction-20- Supporting our changing town centres?

WCC recommends that the final policy ensures that the settlements identified as ‘local centres’ are still able to grow to meet their local needs, particularly given that some of these settlements may be identified for large scale residential and employment growth in the final SWLP. It is important that the local centres in South Warwickshire are not ‘left behind’, remain a focus for a variety of town centre uses of an appropriate scale, and continue to thrive and support their local catchments.

In developing the final policy, we would welcome consideration being given to supporting independent businesses in our town and local centres.

We await the detail of the final policy, particularly in terms of the range of uses to permitted within both Town Centres and Primary Shopping Areas to provide clarity on what development would/wouldn’t be allowed within these areas.

WCC recommend including greening town centres, including the introduction green spaces, urban gardens, and increased tree cover to mitigate urban heat islands and improve air quality in the plan. Also consider promoting sustainable transport options, such as cycling and walking paths, to reduce carbon emissions and enhance accessibility

Do you agree with the approach laid out in Draft Policy Direction-21- Arts and Culture?

Recommend that the final policy is renamed as ‘Arts, Culture and Tourism’ in recognition of the importance of South Warwickshire’s heritage, cultural and tourist assets both to the character of the area and its local economy and also to reflect that the emerging policy direction seeks to support tourism and protect, enhance and expand such facilities.

It is noted that further detailed policies on tourism are due to come through Part 2 of the SWLP, and it is recommended that these address the practicalities of supporting the visitor economy in South Warwickshire e.g. through addressing the needs for visitor accommodation, coach parking etc.
