Crynodeb o'r Gynrychiolaeth:

Warwickshire County Council supports the Vision, overarching principles and strategic objectives behind the emerging South Warwickshire Local Plan but has made some suggestions for changes to wording below..

- A biodiverse and environmentally resilient South Warwickshire

Add reference to supporting nature’s recovery to this principle.

Warwickshire County Council would recommend reference to the Local Nature Recovery Strategy. This will then demonstrate that the plan has ‘regard’ to the Warwickshire LNRS as required by statute. See suggested amendment above.

Strategic Objectives

5. Making effective use of land and natural resources

May wish to change to “Efficient use of water resources whilst enhancing water quality and flood management”.

Reason: This would lead towards nature based solutions to impacts coupled with investment into natural capital and associated nature markets.

8. Protecting and enhancing our heritage and cultural assets

Change to “Protect, enhance and understand the wealth of heritage and cultural assets in South Warwickshire, and where possible enhance access and understanding of these asset”.

Reason: It is not always possible to protect and enhance heritage and cultural assets but to understand their significance in these areas so that their importance can be recorded for future generations to enjoy.

12. Protecting and enhancing our environmental assets. - could be reflective of the Local Authorities' NERC Biodiversity Duty and understanding of the Warwickshire Local Nature Recovery Strategy. The NERC Act uses the words "Conserve and Enhance". The use of 'conserve' is to infer 'protect' where able and to 'look after' those habitats and species that cannot be protected through offsetting losses; so much so as the NERC Act clarifying what it means by 'conservation': (a)conserving, restoring or otherwise enhancing a population of a particular species, and (b)conserving, restoring or otherwise enhancing a particular type of habitat.

Recommendation: That the Strategic Objective reflects the NERC ACT "Conserving, restoring or otherwise enhancing our environmental assets (related to overarching principle -A biodiverse and environmentally resilient South Warwickshire)

Additional bullet:
May wish to include a bullet relating to measuring carbon impacts and the need to compensate for any residual impacts.

Minerals and Waste

No objections on mineral sterilisation grounds subject to prior extraction of building stone and subject to
• Minerals Assessment Report (for assessing the possible impact on mineral resources and determining whether prior extraction is achievable),
• Materials Management Report (for assessing the sourcing and use of construction materials including the availability of on-site materials for reuse/recycling),
• Site Waste Management Plan (a plan for reusing/recycling waste on site and avoiding off-site disposal to landfill),
• Soil Management Plan (a plan to manage all soils on site during construction)

Highways / Transport

There will be a need for detailed modelling to take place once there is an idea of numbers and more specific locations. The County Council will continue to work with the South Warwickshire Local Plan Team as thinking progresses.

Public transport availability can be assessed once further information is available about numbers and location.

Primary Education

There will be need for either completely new provision or the possibility of the relocation and expansion of an existing school (Burton Green).
A new school will support Early Years places and the delivery of a Specialist Resource Provision as part of the new facility.

Secondary Education

Kenilworth School cannot accommodate any further growth.
Pupils from this area could feed to the new Secondary School proposed at the Kings Hill development as part of the existing Warwick District Local Plan.

Safe access will need to be considered as will the possible need to extend home to school transport provision.

Primary Education

This site is not suitable from an education perspective.
There are no available safe walking routes to schools.
Development would require the expansion of existing schools or, if development is circa 1,000 new dwellings, then we could look to deliver a new on-site primary school.
Significant home to school transport implications.

Secondary Education

This site is not suitable from an education perspective.
There are no available safe walking routes to schools.
Development on this site will require the provision of new secondary places and would have to be linked with other growth to support the delivery of a new secondary school.
Significant home to school transport implications.

Early Years

We would expect development at this site to support the provision of on site early years places.

Could consider suitability of places at Ryton on Dunsmore or within Kenilworth. This will depend on numbers.
Significant home to school transport implications.

Primary Education

There is capacity in the North Leamington area for just over 1FE (circa 1000 homes) before new provision might be required

Secondary Education

There is capacity in The Trinity School although this is a Catholic School and will not be seen as being appropriate by all parents.

No other capacity within the area. Some limited opportunities for expansion at North Leamington School.

There is the possibility that places could be provided through the proposed new school at The Asps. However, there are no safe walking routes to The Asps and so this could have significant home to school transport implications.
This is not a good option from an education perspective.

Secondary Education

Not clear how places could be provided.
