The timing of delivery of appropriate infrastructure is crucial to ensuring development can be delivered in a sustainable way.
Development must adequately mitigate its impact either through in-kind provision or by the payment of appropriate developer contributions.
Strategic Growth Areas and New Settlements must have visible Infrastructure Delivery Plans, detailing the timing of delivery and funding mechanisms. These IDPs should include measurable goals and deadlines to ensure accountability.
If appropriate, landowners/developers should be required to sign up to equalisation agreements to ensure a shared approach to mitigating impact.
Consider integrating renewable energy sources into infrastructure projects to enhance sustainability.

The County Council supports this approach, particularly the removal of built-up areas of villages being removed from green belt designation. This could then support infill development in those areas.

WCC Support the emerging policy direction to use design codes to set density ranges and ensure that higher density development/densification is well designed and respects and enhances local character. It is recommended that the design codes prevent settlements from becoming overly dense by also providing opportunities for greenspace, helping to ensure a good quality life for residents.
It is important, however, to consider the ability for existing social and transport infrastructure to cope with increased demand within an existing area. This could be a significant issue for the provision of school places for example possibly requiring pupils to travel out of area to access education.
Thought to be given to the type of development delivered through densification.

In principle, support the proposed balanced approach towards brownfield land in the emerging policy direction, prioritising urban brownfield land for development before other less sustainable locations and, in non-urban areas, considering the sustainability of the location and whether development would help improve the area’s sustainability e.g. as part of a new settlement.

The policy to increase the housing built to M4(2) and M4(3) in both general needs and affordable housing is supported by social care as it will ensure more people can live in their homes as independently as they can.

Policy development needs to include representatives from Children and Adults Social Care, as engagement solely with the ICB will not cover the full breadth of need.
Chapter 14 of the HEDNA, while provides some useful evidence of need, it does not separate this into older people, working age adults with disabilities, and requirements for people with neurodiversity, all of whom will require specific place based Environmental needs.
We would support ensuring that places are well connected through a variety of local and accessible transport networks in line with the Ageing Well and Learning Disability JSNAs. Not only will this support the community access vital services but will also enable the workforce to travel around the county in cost efficient and environmentally sustainable methods.
Careful consideration needs to be given to the phasing of developments so that care and community infrastructure can be provided at the time that the developments can sustain this function. We would welcome this to mirror the approach as taken within other areas such as Education. To support with this, we would like to explore land safeguards and developer contributions for care infrastructure.
The Housing with Care Market Position Statement has identified a gap of 609 Extra Care Housing Units that WCC has nomination rights on across Stratford and Warwick district. We would welcome a commitment from the Local Plan to support the County Council and the Housing Authorities through policy and within the development of place.

Commissioned services that operate or provide Supported Living Provision for adults with Physical Disability, Learning Disability, Neurodiversity and Mental Health find it difficult to identify solo placements for people that can’t or do not want to live with others either in a shared supported living provision or a Specialised Supported Housing scheme. More access is required for general housing for these groups of people and this needs to be factored into the strategic site development options. The population per 1000 for this group is approximately 1.3 according to our Business Intelligence Service.
Ensure people who are homeless or at risk of homelessness get the support they need to access housing and address physical and mental health needs, including substance misuse and so the draft policies within the SWLP may benefit from reviewing placed based JNSAs. (Warwick District, South Leamington, Whitnash and Bishop's Tachbrook; Cubbington, Lillington and Warwick District East; Stratford-upon-Avon)
We would expect future local plan to support the current and future Stratford and Warwick District’s Homeless Strategies and the Warwickshire-wide homelessness strategy - Preventing Homelessness in Warwickshire: a multi-agency approach.

How does the SWLP look to incorporate the BNG exemption for custom and self-build housing. If this policy continues that it would be the responsibility of the authorities to consider the Biodiversity Net Gain implications of any areas allocate for this purpose.
