Historic England is pleased to see that the proposed Vision continues to encompass heritage within an overarching principle on design and beauty.

Historic England welcomes Strategic Objective 8 relating to protecting and enhancing the heritage and cultural assets of the area. However, we suggest that the word ‘protecting’ is amended to ‘conserving’, to better reflect the wording of the NPPF.

It is unclear from the SA Report whether the Council’s ‘Heritage and Settlement Sensitivity Assessment’ (September 2022) was utilised in the assessment of cultural heritage and we would suggest that this study, and any further heritage evidence, are fully utilised when the SA is revisited.

Historic England welcomes SA Objective 5: Cultural Heritage, and is pleased that non-designated heritage assets and their settings are encompassed within the decision-making criteria. However, in terms of the indicators included in the SA Framework (Appendix A of the SA Report), we suggest that the HER is also utilised.

We are pleased to see that all of the Strategic Growth Locations (SGLs) and the potential New Settlements have been assessed in relation to heritage impacts and we would agree with the assessment of New Settlement C1 (Land south of Kingswood) that this is the most sensitive location in terms of the potential for substantial harm to the significance of heritage assets. Therefore, we would not wish to see this new settlement location taken forward to the Regulation 19 stage Plan.

We would strongly agree with the recommendations included in Ch.9 of the Interim SA Report in relation to SA objective 5 (cultural heritage), that Heritage Impact Assessments and archaeological surveys are carried out for the SLGs and the New Settlement options.

Historic England reiterates commends made in response to the Issues and Options consultation, that any consideration of the alteration of existing settlement boundaries should include assessment of the potential impact of the proposed alterations in respect of the historic environment.

The Local Authority will need to be satisfied that it has fully considered the implications of proposed alterations to settlement boundaries in terms of the potential impact on designated and non-designated heritage assets in its assessment work as the Plan progresses.

We note that two potential strategic employment sites in Warwick District are being considered in this consultation document.

The first, land at Red House Farm, to the south of Leamington, presumably forms part of Strategic Growth Location SG09 – South of Europa Way; identified as being potentially suitable for mixed use development. Whilst we have greater concerns about the impact of development of the most northerly parcel of land within SG09, the parcel around Red House Farm also has the potential to cause harm to heritage assets, particularly to the setting of Warwick Castle RPG (GI), and we strongly recommend that a HIA is carried out prior to allocation.

In terms of the second potential strategic employment site at Wedgnock Park Farm, we note that this is SG07, and we have no comments to make regarding this option.

Tourism

Whilst we note that Tourism is mentioned in Policy Direction 2, Historic England recognises the significant role that tourism plays in the economy of South Warwickshire and is supportive of the Local Plan helping to create the conditions for a thriving heritage and cultural sector. Given the importance of tourism in the area we consider that it does play a spatially strategic role and therefore should be addressed in Part 1 of the Local Plan and not left to be addressed in Part 2, as set out in the Preferred
Options document.

Historic England welcomes inclusion of heritage and landscape character impacts as criteria against which schemes for large-scale energy generation and storage will be considered. However, we suggest the word ‘local’ is removed from the phrase ‘local heritage’ and the policy should instead refer to both designated and non-designated heritage assets.

We note Figure 16 for ground mounted solar PV and the intention to undertake further work to inform site allocations for solar and wind energy. To ensure that the historic environment is fully considered in such work, we advise undertaking the process of ‘Site Selection Methodology’ set out in Historic England’s Advice Note 3 The Historic Environment and Site Allocations in Local Plans, 2015 (HEAN3), to ensure the plan is positively prepared.

Historic England welcomes a policy direction on embodied carbon and recommends the use of ‘Whole Life-Cycle Carbon Emissions Assessments’ as a means of reducing
embodied emissions. Reference should also be made to the importance of regular building maintenance, as the benefits of caring for and re-using historic buildings can lead to energy savings and a reduction in carbon emissions.

With regard to the re-use of existing buildings we consider that the plan should recognise sustainability over the long-term. Historic buildings represent a significant investment of expended energy and demolishing and replacing them requires a major reinvestment of embodied energy and other resources.

The local plan should therefore encourage and recognise the benefits of sympathetic restoration, retention, refurbishment and retrofitting of historic buildings.
