The NPPF is clear that a strategic design policy should be grounded in an understanding and evaluation of each area’s defining characteristics (paragraph 132).
Historic England therefore welcomes this draft policy direction and is pleased to see that South Warwickshire’s strategic design principles will encompass reference to local character, the historic built environment, and landscape setting, as we advised in our response to the Issues & Options consultation.

Historic England welcomes the recognition of heritage as an important consideration at the strategic level for the South Warwickshire Local Plan and we therefore support the inclusion of a high-level strategic policy within the Part 1 Plan. We are pleased to see that the policy direction includes reference to non-designated, as well as designated heritage assets, heritage at risk and historic landscapes.
However, we suggest that reference in the justification to this policy direction is amended to refer only to World Heritage Sites as being recognised to be of Outstanding Universal Value, and not to all heritage assets.

Historic England is supportive of the integration of GBI into new and existing development and we consider that the Local Plan should also recognise the value of the historic environment in contributing to the multi-functionality of GBI via cultural heritage, recreation and tourism, through assets such as historic parks, gardens and canals.

Areas of Restraint are potentially a mechanism for protecting areas that contribute positively to heritage assets or well-preserved historic settlements. For example, where a settlement has a good medieval settlement form, the surrounding fields may contain further evidence of medieval settlement or associated field system. We therefore welcome the clarity that they will seek to protect areas that make an important contribution to the character of the settlement.
We also welcome that this policy is proposed to be consistent across both Stratford-on-Avon and Warwick districts.

Strategic Growth Location SG01 Question

POTENTIAL OBJECTION: Bockenden Grange moated site Scheduled Monument (SM) on west of the proposed allocation. The scheduled moated site is in a landscape of well-preserved medieval earthworks that contribute to its significance with a further moat to the SW, large medieval fishponds to the east and possible also an enclosing boundary to the estate visible as a water channel. Development would erode relationship between the assets & harm significance.
There are a few LBs within and around the site, all GII. Impact on setting of these LBs would have to be assessed and proposals would have to leave buffers around those LBs.
Recommend: Heritage Impact Assessment (HIA) prior to allocation. However, HE would prefer this SGL not to be carried forward into the Reg 19 Plan in its current form and for the areas that contribute to the significance of Bockenden Grange to be removed.

Strategic Growth Location SG02 Question

CONCERNS/POTENTIAL OBJECTION:
employment development of large scale/mass in this area, located between two sections of Stoneleigh Abbey GII* Registered Park and Garden (RPG), which is included on the Heritage at Risk Register (HAR), would potentially cause substantial harm. Also, possible impacts on setting of Stoneleigh Abbey GI LB situated within the RPG, on many GII LBs & on Stoneleigh Conservation Area (CA), containing many LBs to north. Less concerned regarding northern parcels of SGL, between A46 & B4115.
Recommend: HIA prior to allocation.
