I fail to see how building B8 warehouses for out of district distribution companies achieves any of the objectives.
In particular the extra traffic movements required to reach Wellesbourne and return from Wellesbourne along the A429 to and from Longbridge M40 Jct40 shows a distinct lack of adherence to a net zero carbon ambition as HGVs are not electric yet.
It's just a shame that there will be no airfield left for small scale aviation as a result.

In contrast the ambition for Coventry airfield is at least to use the land for proper employment opportunities.

We note that the Plan accepts that MIS5 and MIS6 Stoneleigh Park and DearPark/Abbey Park are an important major employment site with that needs to change because it has been negatively impacted by HS2. We support taking the site out of the green belt. We do not support significant densification on the site. This is likely to have unacceptable heritage implications and adversely affect the ambience of the site that attracts the innovative businesses that currently occupy it.

The Wellesbourne Airfield should remain an operational airfield with associated businesses and employment opportunities. I am aware of proposals to develop the airfield for (in part) housing. Housing is not compatible with an operational airfield.

Generally, I agree with the policy to grow the Wellesbourne Agri-Campus. However, it is important that growth does lead to a built up development which has the effect of reducing the amount of green space between Wellesbourne, Charlotte and Hampton Lucy which would result in each losing its distinct village feel. Also, the A429 is already congested so increased use must be considered carefully.

MIS2 is currently undeveloped and because of a limited transport network will not be attractive to businesses on a worthwhile scale. Development here will increase traffic pressure on surrounding villages and on Stratford.
The Rail Technology Centre in MIS3 should be supported. However, local housing already far exceeds the needs of the RTC. Intensification of activity on this site must be accompanied by improvements to the local transport network.

Major Investment Sites (MIS8 and MIS9) are at risk of serious conflict with the Overarching Principles. Increased vehicle/HGV traffic on the A429 is inevitable and traffic associated with both sites is likely to spill over to the Charlecote and Hampton Lucy roads and villages and the vicinity of Charlecote Park.

The outline plans for the Warwick University Campus include buildings completely out of character with the neighbouring countryside farmed landscape, particularly the multistorey carpark but also the general layout of the campus as a corporate parkland dotted with buildings. There must be concern about light pollution, loss of biodiversity and loss of amenity for local residents and communities.

In terms of the expansion of the research base from the focus on bioscience to engineering etc. and the huge projected increase in staffing could it be that this is a development that would be better located at the main Warwick University Campus rather than in rural South Warwickshire ?

With over 15km of sidings and a unique 3.5km test track loop, as well as 24-hour site security, the long Marston rail innovation centre supports owners and operators managing rail rolling stock of all types. It has a long history of supporting the delivery and introduction of new trains and rail technology onto the national railway and offers both passenger and freight operators the space to test in a live environment, connected to the mainline and supported by an experienced workforce. There is no other circular test rail track of this type in existence in the uk meaning Porterbrook has the unique opportunity to provide and improve the long Marston rail innovation centre facility in support of the UK’s railway. In short, the rail innovation centre at long Marston is an invaluable local and national asset for the railway to test and trial new technologies prior to their introduction to the operational network. Since taking over the operation of the rail innovation centre site in 2021, as a tenant Porterbrook invested over £13 million to modernise and enhance the facilities there. It has since acquired the site (in March 2024) and is investing further and significantly to support its modernisation and improved operation. This will include further significant investment to upgrade and electrify the test track loop, which was granted planning permission by Stratford-on-Avon district council in September 2024 and which Porterbrook is currently delivering. This additional investment will take the total invested by Porterbrook in the rail innovation centre to £75 million. Further investment and improvements are anticipated, and it is against this positive backdrop that the identification of the site as a major investment site (MIS.3) to safeguard the rail innovation centre for rail-based employment and research and development opportunities for intensification of the site is supported. Similarly, draft policy direction 14, which sets out to protect the MIS’ for employment uses and form the main focus for new employment development during the plan period, is also supported.
