"adequate water supply” should be measured by flow and pressure?
Policy should also deal with the ownership/responsibility for SuDS maintenance which has a long term impact on residents of and management companies for small and large developments (eg 8 - 100 dwellings)
Should developers warrant that where systems are not to be connected to the statutory authority’s infrastructure it will be constructed to a standard acceptable to that authority? i.e. do not allow developers to build inferior water and sewerage pipework throughout a development which could lead to major pollution issues in the medium to long term.

Yes, but it must be enforceable. It can be envisaged that a new site for development could easily push a known surface water flooding problem onto the adjoining site – a problem that might not become apparent until a few years after completion i.e. after the developer has left the site and/or any commercial liability

The text for Draft Policy K appears to be incomplete.
There are long term concerns about SuDS, already mentioned but not yet addressed. This concerns long term responsibility for maintenance and liability where the scheme is part of public open spaces, usually including children’s play areas. Developers should be required to post a financial guarantee (bearing in mind they may have avoided significant capital outlay for Public Utility reinforcement) which can be drawn down in the future (regardless of the developer’s commercial and financial existence) for any major repair

the concept of the 20 minute neighbourhood has been described by some, including Officers associated with this Consultation, as access to necessary services by walking or cycling within 10 minutes. There is clearly a difference in timings for these very different modes of travel. Please specify without any ability for misinterpretation what this means. The DPD clearly says walking
