If the District Council wishes to increase the numbers of affordable houses within the District I would propose that further Halls of Residents are constructed at the Warwick University Campus. This would 'free up' the many houses that are occupied by students in the south of Leamington Spa. This would also provide additional low cost accommodation in an area where there is some primary school capacity i.e. Shrubland Street, Kingsway and Clapham Terrace.

Affordable housing must be built to high standards i.e. Parker Morris or there is the risk of future slums being created with little appeal to the residents.
In terms of practical affordability, better public transport links to lower cost housing areas such as Coventry and North Warwickshire, to enable commuting would be a good simple, achievable interim solution.
This would need high frequency and reliability i.e. regular train running from Stratford to Rugby at 20 minute intervals via Warwick, Leamington, Kenilworth,Coventry, Nuneaton

The bulk of houses built in Whitnash form the 70's onwards has been of 'starter type' of house and is a cause of evermoving community as families expand and fails to create an established and supportivee community as was the case with the older part of Whitnash.

* the thresholds for demanding that AH provision should be the same in both rural and urban areas
* AND provided that such requirement can be shown to be meeting measured need in that particular local area
