Crynodeb o'r Gynrychiolaeth:

Previously granted pp as touring caravan site which is similar use and therefore with careful adaption can conceivably be suitable
Re-engineering of highway has been completed allowing site to be established quickly to deal with identified need.
Appropriate screening can be established without causing high visual impact; important when considering historic setting of Warwick Castle route into historic Warwick.
Access on foot into Warwick which offers a range of services/amenities, adding to the site's sustainability, however the footpath would need to be improved to provide pushchair/wheel chair access.

Appears to be reasonably well suited to the proposed development as it has already been approved for a caravan site and is closer to towns which are better placed to absorb the demand on amenities. The infrastructure is already in place which makes this a sensible option.

Why this end of town?
Why should we pay for hard-standing/toilets/showers (not to mention the clearing up after them) from our rates? What do they pay themselves?
On Warwick Gates, continuously harassed by these people for various jobs that "they think need doing on our properties" for cash in hand. Who monitors this for tax purposes? Feel vulnerable.
Always, has to be South of Leamington. How about Cubbington, Lillington or Kenilworth?

Crynodeb o'r Gynrychiolaeth:

* Ideal location well screened
* Site already part prepared
* Good road access
* Needs a safe pedestrian footpath into Warwick
* No immediate neighbours
* Infrastructure already in place
* Well away from main road
* Screened
* Preferred site
* Good access to site already there
* Easy access to Warwick Town by Public transport/ on foot
* Less traffic that other main roads locally
* Reused ground - no flooding
* Good site
* Planning for Caravan Site anyway: minimal difference
* Facilities already in existence
* Road access, screening etc. in place
* No compulsory purchase necessary
* Minimum development needed for occupation
* Already partially developed
* Able to be well screened to minimise visual impact
* Preferred - ( least worst)
* Set back off road
* Cars have to slow because of T/ light approach - safer option
* Planning permission approved for a caravan park
* More suitable that some of the alternatives
* Well set back from the road
* Was originally well screened - trees can be replanted.
* Problem entering Warwick over bridge
* Very Close to Warwick parkland - will there be plans put in use regarding access from this site to the park?
* When this site was being used for Landfill, vehicles turning right into it presented considerable danger to other vehicles travelling towards Warwick. Road is even busier now of course. The reality is that drivers do not take care as the go around the bend in the road and being on down slope braking distances are increased.
* Concerns over proximity to water what is the direction of flow?
* Need to overcome contamination issues
* Visual impact entering historic Warwick
* Already designated as a site for caravans
* Well screened from road with trees
* Meets 1/2 the number of pitches required
* Preferred site: already on main road
* Set away from people already homed
* No major impact on surrounding area
* This makes sense: far away from main road not to be seen and already Planned as a caravan park.
* Preferred site as long a screening is maintained
* Basic work already completed
* Reasonable road access
* Access to Warwick Castle Park would need to be controlled
* This is the least worst options
* Access and facilities already there.
* Preferred option:-site partially developed. Has independent access. No major impact on surroundings
* Already partly developed
* Discreet
* Will not devalue the surrounding area
* Well screen
* Has specific road access
* Already partially developed
* Preferable However if site on Harbury Lane is passed, then there will be 2 sites affecting/ impacting Warwick Gates
* Preferred: Facilities already in place. Road access is in place and screening
* Most suitable site
* Best access ( and safest)
* Quiet location and screen from road.
* Good access and screening
* Already partly developed
* Established infrastructure screened and well shielded and safe
* No 1` preferred
* Preferred site. Infrastructure already exists
* Good road junction

Has planning for a caravan site (therefore utilising a site for the original purpose)
Is screened from the main road and will therefore afford some privacy from those staying there

Crynodeb o'r Gynrychiolaeth:

After careful consideration of the proposed Approved Sites for the location of a Gypsy and Traveller Site in the Bishops Tachbrook/Warwick area, it is obvious to me that the most appropriate site is Brookside Willows, Banbury Road.
Site has pp for Touring Caravans and is ideally suited for access to all amenities in Warwick.
Site is well screened by woodland, and has sewerage/water supply nearby.
The vehicular access is wide, has excellent visibility and sufficient space for the movement of towed caravans.
Aware that Travellers prefer nomadic lifestyle, but also important that they feel part of community.

Crynodeb o'r Gynrychiolaeth:

Proximity to Grade 1 Castle Park/Conservation Area. Rural setting to east with some screening but left 'thin' to allow views. Degree of harm to significance of affected heritage assets from Gypsy and Traveller site proposal has yet to be clearly determined.
Assessing impact on heritage assets criteria - appropriate assessment not undertaken and site cannot therefore be allocated
National significance of Park needs to be conserved and strongly encourage consideration of other potential sites.
Where adverse impacts are unavoidable/justified, in accordance with NPPF, Plan should consider how harm might be reduced and any residual harm mitigated. Such initiatives need to be justified/evidenced

Is screened form the Banbury Road
Has a good and safe access already built
Safe pedestrian access to town
Choice of good schools, surgeries and transport readily available
A pleasant environment and no issues with noise (either way).
It is a larger area and potentially could hold more pitches, making it more sense economically.

Crynodeb o'r Gynrychiolaeth:

Site wholly unsuitable. According to EA landfill database, site has previously accepted contaminated material.
Understand that floating foundations has been mentioned to overcome the above but this would be extremely costly and uneconomical for 10 sites.
Banbury Road is one of most important routes into Warwick and provides historic views to castle and St Mary's church. Importance had been recognised in most recent version of LP which preserved area to south and east of Banbury Road from development. Case made by English Heritage and others of importance of area to heritage. Irrational proposal therefore.

Crynodeb o'r Gynrychiolaeth:

Unsuitable for proposed use as it is contaminated. Has received industrial/commercial waste and is not fit for human habitation.
Banbury Road busy and already suffers traffic delays. Traffic speeds dangerous for children crossing/vehicles entering/leaving site.
Access to amenities would require travel by vehicle over Castle Bridge into Warwick causing further delays/congestion.
Banbury Road an important historic route into Warwick and conservation area. Used by tourists/nationally known companies with sites in area. Site would be first view of Warwick.

I am extremely concerned about the safety of the actual site and the suitability of its location. I do not believe that it is suitable for a Gypsy and Traveller site.

With some regret that I recommend proposed site as although not ideal it has less impact overall as it,
Has safe/easy access to main road network.
Already has infrastructure in place regarding services and drainage.
Is already screened to prevent a visual impact to local area.
Already has planning permission for similar use.
I believe that none of the proposed sites are ideal, but realise that there will have to be some facility provided by Warwick District Council.

Crynodeb o'r Gynrychiolaeth:

The site does not have convenient access to GP surgeries, schools or public transport. Pedestrian access to local facilities is dangerous. It is therefore an isolated site and not a sustainable location. Also query the Sustainability Appraisal's assessment that proximity to schools is a 'minor positive'. This is contrary to government advice and NPPF.

It is noted that the allocation/planning application for development at Europa Way includes the provision of local facilities but the timescale for delivering this is unknown and therefore cannot be relied upon when looking to allocate gypsy/traveller sites at this stage.

The previous use as a landfill site is a major negative factor. It is not clear that the permission for a touring caravan use (and thus the remediation conditions it imposed on the site) has been implemented. The proximity of a busy A class road would also have a negative impact on residents health.

This site is susceptible to flooding and the consultation documents have not adequately addressed this issue in relation to a permanent caravan site.

The previous permission for touring caravan use does not imply that a permanent caravan use would be acceptable, for the reasons set out above. In addition, the landowners' intentions are unknown which questions the site's deliverability.

Crynodeb o'r Gynrychiolaeth:

Environment Agency landfill database notes this site has previously accepted material which is likely to be contaminated, and has received Special Waste which has hazardous properties that may be "flammable, irritant, toxic, harmful, carcinogenic or corrosive". For this reason alone, the site is not suitable for human habitation even on a temporary basis.

The Council have previously indicated that the site would not be considered because of its previous use and it is irrational for the council to change its mind.

Banbury Road is one of the most important routes into Warwick town centre, and has been recognised by the Council and English Heritage. What message would it send to have a gypsy and traveller site located in such a prominent position, in an area of considerable landscape and heritage importance? It seems an irrational proposal in the light of the council's decision to keep the adjoining area free of development.

Crynodeb o'r Gynrychiolaeth:

objects to the possible allocation of site GTalt01 for gypsies and travellers on following grounds:

1. On 25th June 2013 WDC Officer Dave Barber wrote to Mrs Beatrix Law of Save Warwick on the this subject stating:
' this was a former landfill site and is therefore contaminated....the site is not suitable as a Gypsy & Traveller site. We have not included this site within our options for gypsies and travellers and it is most unlikely that our position on this would change.'
What has caused the WDC to do a complete 'volte face' from their position at the time of Mr Barber's letter?

2. The WDC in its current Local Plan has withdrawn the Gallows Hill site and the Asps site from the local plan. They mention the significant Heritage value of these two sites in the Warwick and Warwick Castle landscape for so doing. Why if the these two sites have been excluded are they considering Brookside Willows which is adjacent to the two mentioned sites as suitable for a gypsy & traveller site?

3. The Environment Agency landfill database confirms that the site previously received both industrial and commercial waste and Special Waste ( which is waste with hazardous properties which may be toxic, flammable, carcinogenic, corrosive and an irritant.
Surely for these reasons the Brookside Willows is not suitable for human habitation?

4. Finally, the Banbury Road is the main entrance into Warwick from the South, and provides fine views of the historic town. What sort of message are we sending out to visitors to the area, by placing a gypsy and traveller site in such a prominent position?

Crynodeb o'r Gynrychiolaeth:

Understand is the site of an old refuse site. Told site has been cleared but could not be used for certain activities. I think residential use of any type on this area is inappropriate and sends wrong message to travelling community.
Access to site is fraught with difficulty. Road busy and vehicles travel at high speed. Crossing traffic to access the park will put themselves/fellow road users at risk.
Local schools full with no places for children to be schooled locally. If traveller children take precedence this will cause resentment, especially if places not taken on full time basis.

Crynodeb o'r Gynrychiolaeth:

Refers to the settings documents produced in support of submission.

* the Gallows Hill Sites and The Asps site where a detailed study of the impact of Banbury Road and the adjacent agricultural land has highlighted the importance of these features to the setting s of Warwick Castle Park , Warwick Conservation area and Warwick Castle .

* These study s have highlighted the significance of the re alignment of Banbury Road in the late eighteenth century to the creation of an almost designed approach to Warwick and more importantly to the Castle itself .

* The site at Turnballs Gardens lies between the two areas of land for which setting exercises have been carried out (using guidlines produced by English Heritage ). In both cases the possibilities of development on either Gallows Hill and /or the Asps is judged as causing harm to the settings of the major historic assets , Warwick Castel Park , Warwick Castle and Warwick conservation area . The level of harm is described in the reports and the fact that it cannot be satisfactorily mitigated against.

* Historically ,although not well documented , Turnbulls Gardens appears to have been created at the same time that Banbury Road was re aligned and this area of land and tree planting defined as the outfall of New Waters in Castle Park ,

Whilst an approval has been granted for caravan use at Turnballs gardens and the land has been disfigured by landfill the general contours and original tree belt are still well defined along Banbury Road and part of the important route that forms part of the setting and sense of arrival to the heritage assets .

To add a further use to this site that could lead to static caravans and mobile homes within these important views would be unacceptable development in this sensitive area .

It is clear that a further layer of development would significantly change the character of this area which would impact upon the historically important route into Warwick and impact on the setting of the heritage assets

Site has already been developed with infrastructure as a caravan site. Any issues with ground contamination and ownership can be overcome.

Site is well screened by surrounding woodland and will not impact the landscape. The site is reclaimed land of no great agricultural value. It is not prone to flooding given its elevated position and is near all local amenities and facilities with an existing access to the Banbury Road.

The site meets all the criteria as deemed necessary in the guidelines of the NPPF. For all these reasons this site would be suitable for a permanent and transit site.
