Crynodeb o'r Gynrychiolaeth:

Seems to be the most appropriate site in that it is: Prepared site suitable for mobile homes; has good access arrangements and links to road network; is well screened and located near a town rather than a village, which will have better resources, services and facilities for gypsies and travellers.

The site fits the majority of the criteria required.

Crynodeb o'r Gynrychiolaeth:

Aware from own experience of working in Castle Park that New Waters are contaminated with toxic substances. As this stream bed flows through the site it follows that the site will possibly be contaminated by the stream as well as the previously tipped material.

The site could adversely affect the setting of Castle Park. Damage could also occur to the woodland as a result of people living close by.

Children living at the site would have to get across a very busy main road.

The site is not screened and is something of an eyesore with various items of debris. The site should be cleaned up as it is on the approach to Warwick.

Comments provided by agent on behalf of landowners.
Planning consent granted and implemented on site for 65 touring caravan pitches and associated facilities. When completed, will represent multimillion pound development. Asset to tourism tade for Warwick and Leamington Spa as well as surrounding towns. Valuable employment site and anticipated up to 15 jobs created during peak summer months when site in full operation in 2015.
Owners passionate about bring facility to District., so would not consider selling for G & T site.
Prime location on one of main routes into Warwick - unsuitable for your proposal.
Number of sites put forward, some promoted by landowners. Not the case for this site.
No main sewage or fire hydrant to land.
Reiterated that clients not prepared to consider selling.

Crynodeb o'r Gynrychiolaeth:

Site has previously accepted material which is likely to be contaminated, according to Environment Agency (EA) landfill database.
EA information confirms site has received both industrial and commercial waste in the past.
Also received Special Waste, which is defined as "waste that has hazardous properties and defined in Special Waste Regulations 1996. Such properties may be flammable, irritant, toxic, harmful, carcinogenic or corrosive".
This was confirmed by WDC in e-mail of 25/6/13 which stated "this was former landfill site and is therefore contaminated...site not suitable as gypsy and traveller site" and "site not included in our options and unlikely our position will change". Don't understand why Council have now changed their position.
Banbury Road one of the most importantroutes into Warwick, provides historic views. Concerns over tourism if site used.

Crynodeb o'r Gynrychiolaeth:

Tjos sote os screemd from the main road and is alaready served by a dedicated right turn at the main entrance. there is scope for further screening to be provided.
Access to amenities and services in Warwick and Leamington is already provided by the A425 with scope for footpath/cycle provision.
It is unclear from information provided by WDC if the landowner is willing to sell or if this has implications for greater costs to Council tax payers.

Crynodeb o'r Gynrychiolaeth:

There is no consideration given to the proximity to the Grade I listed Park and Garden at Castle Park and therefore any potential impact to the setting has not been considered. The size of site has not been reduced to accommodate the buffer and wildlife corridor the Council has previously identified as being necessary for this site.

Site should be reclassified as "not suitable" (Red).

This seems to be a preferred site as it has already had much investment from the council. Not using this site would be a waste of council tax. Easy access into Warwick for schools and services by foot and reasonably screened from the road. No destruction of quality agricultural land at this site.

Crynodeb o'r Gynrychiolaeth:

We are in favour of site GTalt01 - Brookside Willows, Banbury Road for the following reasons :-
* The site has already been partially developed as a caravan site and would not require compulsory purchase. A suitable road junction has been provisioned making it a safe place to turn off and onto the Banbury Road. There is easy access to Warwick via road and with minimal additional extra expenditure pedestrian access could also be easily provided. This means much of the capital expenditure for developing the site has already been provided for making the burden on the taxpayer significantly lower.
* Whilst being convenient for Warwick and therefore satisfying the need for provision of the necessary infrastructure, the site is well screened and would impact only a minimal number of existing land owners and residences in the vicinity.

GTalt01: Brookside Willows, Banbury Road - Comments

- This site does have footpath access to the town centre of Warwick and its facilities.

- The Tachbrook runs along this site and therefore there may be potential contamination of the Brook and River Avon.

- The consultation document highlights possible contamination issues relating to a former landfill site, this will reduce the developable area, making the site less viable and unsuitable for residential use.

- The site is well screened from the road and more of the infrastructure is already in place.

- This site already has planning for a Caravan Site

GTalt01 Brookside Willows, Banbury Way - preferred site:
Of all the proposed sites this seems to be the most appropriate as it is already prepared for a caravan site and is well-screened from the road, so should not impinge on the view as people travel into, and out of, Warwick. It is close to major road networks and when all the proposed housing developments are taken into account the site occupants would have access to education and health care.

Crynodeb o'r Gynrychiolaeth:

The most appropriate site is clearly GTalt01 Brookside Willows on the Banbury Road. This already meets the majority of the conditions for a suitable site; partially developed with existing planning permission for caravans, well screened which benefits both the community and the travellers, safe access on to the main road which is important for movement of towed caravans, and close to the local amenities.

Wishes to complain on behalf of self and family at the proposed gypsy and traveller sites in the parish of Bishops Tachbrook:

* As a resident of Bishops Tachbrook feels duty bound to complain about the disgusting treatment that Warwick dc has shown to us on this matter.

* It amounts to the death of a village and the raping of a whole community.

* Complaining on the grounds of the fact that the villagers and the traveller community will not be able to integrate and as such the breakdown of the current harmonious community will be lost.

* Will be using whatever media relationships I have to expose the councils plans as well as starting a campaign through social media where anybody who is experiencing the same treatment will be able to register their protest .

Crynodeb o'r Gynrychiolaeth:

Preferred Option GTalt01 - Brookside Willows. Banbury Road (green)
This is a preferred option site with up to 10 pitches proposed. Whilst the site already has planning permission for holiday caravans, the needs of such a development differ somewhat from the needs of the Gypsy and Traveller community.

The site is located within Flood Zones 2 and 3 and as such is at risk of flooding without potentially expensive drainage works on site. The survey also indicates that there are certain biodiversity issues on the site that would potentially need to be accommodated thus potentially reducing the developable area.

In light of the above there are potential barriers to making this site suitable, deliverable and viable for the intended purpose
