RBC’s Gypsy and Traveller Accommodation Assessment (currently in draft and unpublished) identifies a need for 94 pitches 2024-2042. RBC have identified potential site allocations to deliver circa 46 of those pitches, but a shortfall remains. The vast majority of occupied pitches in RBC are in locations which are within 3km of Coventry’s boundary. As there is a functional link with Coventry, and, as the South Warwickshire Plan has identified a number of sites in rural areas adjoining Coventry, there may be an opportunity to exercise the duty to cooperate by providing some of Rugby Borough’s unmet needs. We will be writing to you separately in that regard.

We agree with Draft Policy Direction - 11 and as some of the most socially excluded citizens the provision of appropriately planned pitches within manageable pitches on sites that are sustainable (minimising size), with close proximity to education facilities/health service whilst retaining access to specialist provision tailored to the needs of this unique community.

Effects on deliverability caused by a housing allocation being constructed alongside a site for this need will also need consideration, as this is not a use class normally delivered by housebuilders on large scale predominantly residential housing developments and could slow the planned delivery in line with the trajectory.

The comment with the draft plan regarding the number of boat dwellers in Napton is noted, derived from supporting reports. In the tight time scale of the plan detail discussion of this aspect it has not been possible to further understand the issues. However, not only are the numbers influenced by this single site but there are other sites where ostensible ‘mobile’ dwellers appear on the electoral roll. In a number of cases this suggests that immunity from enforcement may be the case and that informal accommodation of numbers of such ‘travelers’ of various types may need further explanation.
Generally speaking, we believe the experience elsewhere, it is better to avoid large traveler sites.

Draft Policy Direction-11 sets out a policy approach with regard to the delivery of GTAA
accommodation and that the Local Plan will require the provision of pitches and plots on
large scale development sites (of over 500 homes) to meet the identified need as set out in
the latest GTAA accommodation assessment (or any subsequent update).
2.89 Draft Policy Direction 11 in relation to gyspies and travellers? We can accommodate their
requirement for all sites over 500 dwellings to include pitches. Apparently, the Officers
have been keen to emphasis this as a necessity in recent public events. It therefore does us
no harm to be compliant. The intention is that GTAA will be able to be better integrated
with the emerging localities and communities.
2.90 In doing so, this will enable the provision of Gypsy and Traveller accommodation at
sustainable locations with good access to a range of facilities.
2.91 Terra supports the approach set out in the PO and can confirm that it envisages that the
land forming SG14 will be able to accommodate a proportionate level of GTAA.

The Policy supporting text advises that there is a need for 89 pitches during the course of the Plan period for gypsies and travellers. There is a further requirement for 18 additional travelling show people plots.
The Policy suggests that one way this provision can be met is through large scale residential sites (500 dwellings or more) providing GTAA Accommodation. Alongside this there are other opportunities such as the reuse of Leamington Football Club.
Whilst there is an identified need for further GTAA pitches there are a number of issues associated with requiring sites of 500 dwellings or more to provide gypsy and traveller sites. There are likely to be a number of sites of 500 dwellings or more allocated in the Plan. There could be an issue of over provision. The location of the proposed allocations is yet to be established. These sites may be in the wrong locations for GTAA sites. There is no credible evidence to support the Councils proposed approach to GTAA provision.
