I agree with protection of existing and introduction of limited new yards for travellers.
The number of new boat moorings should be increased beyond 35 new moorings….. Perhaps to 70 or 100.
Boat dwelling is becoming contemporary affordable housing. Marinas are needed near schools. The canals must be dredged especially in the turning areas, some of which are now impassible. Canals should be well maintained so they do not become a slum and so they can withstand floods.
Hatton Locks is historic, very popular and should be preserved and seen as contiguous with tourism for Warwick Castle and Stratford-on-Avon.

The notion that all sites in excess of 500 home have to provide for travellers is ludicrous.
Developments will all be submitted for 499 homes to avoid the requirement.
Travellers settle in family groups and the view that they will be happy to fit into new development is wrong.
There should be dedicated sites identified after engagement with the travelling community.

The site of Warwick Car Boot off Banbury Rd, Warwick CV34 6SS was considered as a site in the previous 2017 local plan. https://southwarwickshire.oc2.uk/cy/document/41/1807#d1812
At the time it was said it would be opened by 2019 as a touring caravan site. However it remains unused, except in the summer as a car boot site. This site should be revisited as a possible site for Gypsies, Travellers, and Travelling Showpeople

We have strong reservations regarding the proposed requirement for all residential development of 500+ dwellings to incorporate provision of gypsy, traveller and/or travelling show people pitches. Whilst this may appear to be a simple approach to addressing the identified need, it assumes that all such locations will be appropriate and desirable to the gypsy and traveller community. That is not necessarily the case as locational requirements and preferences may point to an alternative delivery strategy. It is in our view more appropriate to allocate specific sites within the SWLP which are known to meet the requirements of the community.

The principle of providing such plots in sustainable locations is fully supported, however there is a question as to whether there is an identified need for such plots to be located as part of a large scale housing development.

It is imperative that Warwick District Council fulfils its legal obligations to meeting the accommodation needs of gypsies, travellers, travelling showpeople and boat dwellers. The 2017 Local Plan identified a site but it was undeliverable within the life of the plan because of everything that had to happen first. This SWLP MUST reassess the site's deliverability and instead look to ones which could be delivered quicker such as Brookside Willows off Banbury Road.

The Policy Direction indicates that the Local Plan will require the provision of pitches and plots on large scale development sites, being sites providing over 500 homes. The proposed policy direction is unjustified and therefore does not comply with the requirements of Framework paragraph 36b).
Provision of gypsy, traveller and show peoples accommodation is an essential part of meeting housing needs across the District area and it is important that the SWLP includes a policy to consider the matter, and more particularly to meet the needs identified by the Gypsy, Traveller, Travelling Showpeople and Boat Dwellers Accommodation Assessment (August 2024) or any subsequent update. The current need, identified in the August report, is for up to 89 gypsy and traveller pitches, and 18 additional travelling showpeople plots, and provision for this level of accommodation is required.
The Councils consulted on the best location for these sites as part of the Issues and Options, suggesting three options – part of large development sites, on sites identified in the Plan, or assessed on a site by site basis against an agreed list of criteria. As the Preferred Options confirms, allocation within large development sites was the least favoured option. It is therefore surprising
that this is now the preferred option.
The August report confirms that ‘there is general consensus that smaller sites, yards and moorings are preferred by Gypsy, Traveller, Showpeople and boat dweller communities due to better management and maintenance of provision and security’. Thus to comply, small sites will be required. Provision, even of relatively small sites, as part of large developments, would not seem to conform with this requirement, and are unlikely to sit comfortably within large development areas.
The policy should revert to either specific allocation or a criteria based approach on a site by site basis.

As a long term tax payer I resent supporting those who do not pay taxes and as proven on existing sites within studley for example persist in breaking planning rules and agreements. Society is large and complex but some level of compliance to law is required otherwise it becomes a case of positive discrimination for some and not others.

This policy direction is inbalanced with the traditional needs/locations of communities who either prefer to live in houses or prefer to live in caravans and boats. Unsustainable levels of pitch numbers are being proposed which will promote inappropriate, damaging and unsustainable patterns of development within the local area, and cause significant residential amenity conflicts with the existing settled community, as well as damage sensitive rural landscapes. There has also been a substantial planning policy failure to properly consider and assess the future expansion needs of the proposed allocated new gypsy sites.
