You refer to coming demand. Demand for EVs depends on the availability of charge points. Install chargers before expecting people to buy EVs. Prioritise installing more 7kW chargers over expensive superfast ones.
The draft plan says on-street charging is the responsibility of WCC. Whenever it falls to them, SDC should ensure homeowners can easily install a small channel across the pavement for their charging cables. Simplify and reduce the cost of cross-pavement charging rules wherever SDC is involved.

Whilst this is a way forward it fails to address rural needs'. This identifies car parks owned by SDC. What about villages that do not have these. What provision is made for them. Currently, on street provision has gone to urban centres but failed to be provided for rural centres where older properties do not have front gardens or garages where an EV point can be provided. A much wider provision is needed.

Where the installation of chargers on main roads where individual homes cannot charge - the width of pavement should still be sufficient- and in tiddington with its very wide pavements in areas it can be done easily

Bishops Itchington lacks any parking space for placing EV charging facilities. Most residents of the village commute to work, eg Coventry, Birmingham or Oxford. Some residents can charge at home, but to promote wider use of electric vehicle use, space will need to be found to locate EV chargers.

This somewhat negates the need for a robust policy on EV charging infrastructure for new developments and thus the policy should make reference to the Building Regulations instead. Further, any policy should build on the Warwick District Council Net Zero DPD, adopted in May 2024, which currently provides no specific guidance for developers in relation to the provision of EV charging points or ultra-low emission vehicles.

The final paragraph of Draft Policy Direction 32 indicates there will be a robust policy for the provision of EV charging infrastructure in new developments. Framework paragraph 16 f) states that Development Plans should serve a clear purpose, avoiding unnecessary duplication of policies that apply to a particular area. Electric Vehicle Charging Points, with associated infrastructure, are required under Building Regulations Approved Document S for all new dwellings and commercial developments. As such, there is no need for the duplication within planning policy and the references should be removed.
