Objection2 Development on SG05The proposed development of SG05 would have severe negative impacts on local area.This land is designated as GreenBelt, intended2protect natural landscapes, prevent urban sprawl,&maintain clear separation between Lillington&Cubbington. Additionally,SG05 has poor access & an uneven terrain that is prone2significant flooding.
In contrast, SG09, SG10, SG11 are far more suitable alternatives. Located within 5miles of Cubbington, these sites lie outside the Green Belt, have better access to road networks,&do not suffer from flooding issues.
Green Belt boundaries should only be altered in exceptional circumstances, supported by clear&compelling evidence.There is no justification for changing these boundaries 2allow development onSG05.

If some houses have to be built the designated sites X1, SG09 and SG10 would seem to be a much better proposition, it is not green belt and has better infrastructure, main roads and proximity to the M40.

We support the Spatial Growth Strategy set out in Chapter 4.1 of the Preferred Options document. The site is located within Strategic Growth Location SG10, Bishop’s Tachbrook Group and has been assessed as growth option rather than in isolation.
SG10 is well-located adjacent to the western edge of Bishop’s Tachbrook, south of the largest settlement in Warwick District, and is therefore located in an accessible location in close proximity to existing transport links and facilities / services.
We do not support the major negative score applied for cultural heritage (objective 5). We are aware that there is a Conservation Area and a number of listed buildings within and adjacent to Bishop’s Tachbrook but the SWLP Heritage Settlement Sensitivity Assessment has score the south west of the settlement (including our client’s land which falls within SG10, Site ID 106/150) as ‘green’ in the RAG score. The north west of the settlement scored ‘amber’. We therefore do not consider that the development of SG10 would lead to significant impacts on heritage assets.
Site SG10 also scored ‘major negative’ for natural resources (objective 7) and climate change (objective 1) but most SGLs have been scored the same.
On the SA score for SG10 against education, we do not consider that it has taken into account he recently constructed Oakley School to the north east of Bishops Tachbrook. The IDP (2025) also states that SG10 is one of only 2 SGLs to have a primary school within 800m. Similarly, the SA paragraph 5.13.2 states ‘Out of the 21 residential-led SGLs, 19 lie outside of the recommended 800m sustainable distance to an existing primary school. However, the majority of the Bishop’s Tachbrook SGL and Hockley Heath SGL areas lie within 800m of a primary school, where positive impacts have been identified for these two SGLs on access to primary schools’.
We are supportive of Objective 3 (Biodiversity) which states that SG10 is the best performing SGL for biodiversity.
SG10 is one of the best scoring SGLs for the range of existing employment opportunities within 5km and being within a sustainable distance of a GP surgery and hospital.
In light of the above, proposed SGL SG10 ‘Bishops Tachbrook Group’ is one of the higher performing SGL and it should be allocated wholly or in-part within the SWLP. Bellway’s land (Site ID 106/150) is located within SGL SG10. If the SWLP only allocates part of SG10 then detailed technical work has been undertaken for Bellway’s land to demonstrate that it is deliverable and can be delivered in the short term to meet immediate housing needs as well
as provide wider social, environmental and economic benefits.

We have identified one or more proposed development sites as being crossed or in close proximity to National Gas Transmission assets.
Details of the sites affecting National Gas Transmission assets are provided below.
Gas Transmission Pipeline, route: CHURCHOVER TO WORMINGTON
Without appropriate acknowledgement of the National Gas Transmission assets present within the site, these policies should not be considered effective as they cannot be delivered as proposed; unencumbered by the constraints posed by the presence of National Gas Transmission infrastructure.
We propose that future Local Plan policies in respect of the affected proposed allocations and new settlements include a policy strand that incorporates wording to
the following effect:
“The development will demonstrate a clear strategy for responding to the National Gas Transmission high-pressure gas pipelines present within the site which provides evidence on how the National Gas Transmission Design Guide and Principles have been applied at
the masterplanning stage and how the impact of the assets has been reduced through good design.”
It is requested that this wording is either incorporated into site specific policies for the ten affected sites, or included within the general policy text if site-specific policies are not
incorporated in later versions of the emerging South Warwickshire Local Plan.

Sharba Homes fully supports the proposed policy area of SG10 Strategic Growth Location (Bishops Tachbrook Group). This location is highly sustainable and importantly is a non Green Belt location. Existing development in / around the area would indicate that given the proximity to Warwick / Leamington Spa – the Council also consider is to be sustainable.
Sharba Homes is actively advocating for land at Oakley Wood Road, Bishops Tachbrook as a key part of Strategic Growth Location 10, making it a viable and sustainable option for development.

I write in response to the Local Plan consultation and specifically to comment on proposed settlement X1, X2 and growth areas SG09 and SG10.
The proposals are in the wrong place for a number of reasons:
1. X1 and SG09 and SG10 It would be the first major development south of the M40 - which has acted as a correct boundary for Warwick urban sprawl and new development. Over time Warwick/Leamington development has merged the towns together and marched eastward towards Bishops Tachbrook. The proposed settlement X2 plus employment growth would further expand development around Bishops Tachbrook. The councils should not want to see this development spread south of the M40 boundary.
2.The roads of Wasperton Lane and Hareway Lane are single carriageway rural roads and would have to be widened, completely changing the local character and removing dozens of mature / ancient trees in the process.
3.Traffic entering Barford would increase tremendously and overwhelm the village from Wasperton Lane and Hareway Lane.
4.There are no existing train stations nearby and existing public transport infrastructure is non-existent.
5.Should it go ahead, the undeveloped gap between X1 and Barford would inevitably be filled in over time leading to a new mass urban area. If we look at Warwick / Leamington we can see evidence of this happening before.
6.The land has several shallow valleys and is patch worked with woods and spinneys including ancient trees. Local wildlife traverses from copse to wood etc and this would not be possible with thousands of houses there instead.
7.These valleys already have flooding problems from surface water drainage which would worsen with tarmac and developed surfaces preventing percolation
8. Proposals also exist for development north of Wellesbourne, Warwick University Wellesbourne campus expansion and a quarry outside Barford. These together would change this gateway to the Cotswolds for ever and be over development of this area.
9.This area around Barford is rural and picturesque and the gateway to the Cotswolds. Mass development here would ruin that for ever.
In conclusion X1, SG09 and SG10 are proposed in the wrong places and should not be permitted or on the shortlist in the local plan.
