The increase in traffic will create more wear and tear on the roads, cause longer delays getting into Leamington and put more strain on parking facilities in Leamington.

These sites are closer to transport links and jobs, making them more sustainable. Using brownfield land prevents environmental damage, protects biodiversity, and preserves historic landscapes. It also helps maintain community identity by preventing urban sprawl. Additionally, brownfield areas are often better suited for flood mitigation. Significant loss of privacy and sunlight, significant disturbance and noise, effect on character and appearance of the area including the setting of the village, the grade 2 listed 17th century barn, additional traffic from proposed development.
Holt Avenue is mostly retired residents and residents looking for quiet rural life. This proposal will have a major impact on our quality of life, causing disturbance over the development period, and permanent loss of privacy.
I moved into (redacted as house number provided) Holt Avenue after going through severe anxiety and depression, looking for quiet, private and rural life. This proposal is already making my condition worse.

New housing should be developed on land that has already been built on, not on protected Green Belt land. Urban areas and brownfield sites already have the infrastructure to support new developments, reducing the pressure on roads, schools, and healthcare.
Building in non-Green Belt areas also means:
• Less environmental damage and better protection for wildlife.
• More sustainable transport options, reducing long commutes and carbon emissions.
• Preventing towns and villages from merging and losing their unique identities.
• Reducing flood risks caused by overdevelopment.
Destroying the Green Belt isn’t the answer—there are much better options available.

SG10 around Bishops Tachbrook would if developed absorb Tachbrook into the Leamington urban area, ending its village character and setting. The land SE of Europa Way is the last block left as rural land between Leamington and the A452. Making it a strategic growth location would mean building on Windmill Hill which has an ancient mound (Scheduled).
There are limited services at Bishops Tachbrook and the school has no spare capacity.

The Site is in a sustainable location, in accordance with the emerging Spatial Strategy. South East of Europa Way can deliver around 1,000 homes, primary school, community and retail facilities, and a substantial extension to Tachbrook Country Park. Sustainable transport connections to neighbouring areas and the towns can be achieved. The Site can deliver an environment sensitive development to meet a wide range of local housing needs. Development could come forward separately or in coordination with other parts of SG10.

Site SG10 – Bishop’s Tachbrook Group would have major adverse impacts, including increased carbon footprint, harm to listed buildings and loss of high-quality agricultural land. It contradicts the SWLP’s evidence-led strategy, as it is open countryside, lacks sustainable travel links and is not in an area of deprivation. The site’s multiple ownerships raise delivery concerns. Its development would lead to coalescence between Bishop’s Tachbrook and South Leamington and conflict with the Country Park policy in the Bishop’s Tachbrook Neighbourhood Plan. While it provides housing/employment land, its allocation is unsustainable and inconsistent with national and local planning policies.

Development on non-green belt land should be prioritised over development on green belt. Total housing needs can be met without developing on green belt so morally not right to remove green belt without exceptional cause.
These areas are better supported with existing infrastructure and transport network without requiring major investment on more remote, less connected areas.
The opportunity in terms of yield is higher in these areas so there is a duty to fulfil the housing needs in the most responsible way considering this and the green belt obligations.

This development will likely require treatment at Warwick - Longbridge (STW) Treatment Works, this Wastewater Treatment Works has medium capacity and high environmental constraints. Due to the size of the development, it is recommended that network upgrades will be required, alongside hydraulic modelling and engagement with STW. Overall this development site is considered a medium/high risk location, there is some capacity however in order to accommodate growth, infrastructure upgrades will be required and we would need to work closely to understand build timelines, in order to plan accordingly.

The demand for new employment sites is recognised, but the overwhelming development of Greenfield land in this area is considered to be inappropriate and unjustifiable. It is not sustainable to continue developing Greenfield sites in rural areas at the rate that has been occurring in recent times.

SG10 must be supported. A critical factor is the location of the allocation alongside the M40, but also adjoining Leamington Spa. The allocation lies within Road Opportunity 8, identified by the West Midlands Strategic Employment Sits Study 2024 with the all-important combination of being on the strategic road network and having assess to a skilled labour force. Indeed, it is this combination employment and residential in this location that makes the case for the allocation of SG10 so compelling when set against the aims of the Plan and government policy.
