Coalescence threatens Bishop’s Tachbrook’s rural character. Wedgnock Park Farm and JLR Gaydon offer better options due to existing infrastructure, workforce access and rail connectivity, supporting local employment and reducing reliance on costly new developments.

The 2022 Sustainability Appraisal’s (SA) references to Bishop’s Tachbrook contains significant errors, including failure to identify the Country Park, ancient woodland and the village’s Conservation Area. Coalescence impact is underestimated, and the village is incorrectly placed outside a secondary school catchment despite Oakley School. The methodology for landscape sensitivity assessment is flawed, relying only on Appendix 7 of the Warwick District Council study, which does not cover Bishop’s Tachbrook. The full report should be used for reassessment. These errors must be corrected in revised documentation before the Regulation 19 plan is published to ensure accuracy and soundness.

The SWLP should reconsider urban brownfield sites that were discounted through blanket policies, such as single-use car parks for offices, to maximise land reuse. Paragraph 120 encourages local policies that promote and support the redevelopment of underutilised brownfield sites, particularly in sustainable locations like Warwick and Leamington. A more flexible approach could unlock additional land for development, reducing pressure on greenfield sites and supporting sustainable urban growth.

A balanced approach ensures sustainable development, aligns with local character (Paragraph 125) and delivers diverse housing options for all residents.

Is it necessary to release some land from the green belt because the infrastructure south of Leamington is already over capacity. Also, to accommodate Coventry and Black Country unmet need, there needs to be housing built closest to these urban areas. Otherwise the pressure on the motorway junctions will increase. It only takes one accident on the motorway or major road across Warwick and Leamington for the entire area to be gridlocked for hours.

This flawed assessment ignores existing and future congestion impacts on X1, X2, SG9-SG11, and SG15, particularly from increased traffic on the B4087. Without proper infrastructure planning, the SWLP is neither effective nor justified, making it inconsistent with national policy and unfit for the Regulation 19 consultation.

The issue is not so much accommodating the growth needs from outside south Warwickshire, but that the requirement to accommodate the developments always seems to fall to the south of Leamington. Which is a considerable distance from the urban areas of the Black Country and Coventry. Greater consideration should be given to development closer to the urban areas to prevent further infrastructure pressures centring on J15/14/13 of the M40 and Europa Way/Banbury Road.

Bishop’s Tachbrook has absorbed more than its fair share of greenfield development, with over 5,000 new homes built locally. The proposed strategic growth areas (SG9, SG10, SG11) would overwhelm already strained infrastructure. Sustainable travel is lacking, with no bus route to Warwick and poor rail access. New settlements must have proper infrastructure, avoiding past failures like Europa Way. Town centre housing can support key workers, businesses and reduce infrastructure costs. Future development must prioritise infrastructure first to avoid repeating mistakes from the 2017 Local Plan.

The objectives are sensible but may not be deliverable, as some growth areas contradict them. Overarching Principles and Strategic Objectives add complexity.

Proposed changes:

Add a new overarching principle: A South Warwickshire made of vibrant settlements and communities.

Strategic Objective 3: Infrastructure planning is weak, lacking detail and control at the district level.

Strategic Objective 5: Add focus on brownfield regeneration, grey belt use, and protecting agricultural land.

Introduce Revitalise Town Centres as a new objective, promoting mixed-use development.

Strategic Objective 11: Transport connectivity is critical but beyond district control.
