The Council questions the town centre hierarchy, suggesting Warwick be demoted due to spatial constraints and congestion, while Stratford-upon-Avon and Kenilworth should be prioritised above Warwick for investment and development.

In general, Bishop’s Tachbrook Parish Council supports this policy and strongly believes that community facilities should be carefully protected from redevelopment into alternative uses.
Wording should be added to the policy specifically around the site owner being able to demonstrate actively working with the community to find a solution whereby the community acquires the facility.
Also, the wording relating to similar alternative facilities being available and accessible to the local community needs to be strengthened and made more specific. For example, the need to get a bus to an alternative small local shop would not meet the test.

The Council finds "scale appropriate to location" too vague and proposes specific limits: buildings up to 500m² within 1,500m² compounds, with exceptions for sites near settlements. Agricultural buildings could be replaced or converted within the same footprint. Additionally, it seeks clarification on whether compliance with energy-saving measures or direct contribution to the green economy is required for development approval.

The Parish Council supports the concept of Major Investment Sites (MIS) but seeks clarity on their definition and relation to Policies 6.1 and 6.2. Policy 6.1 is too limited, naming only three sites, while 6.2 excludes many viable locations identified in 6.3. The Council disagrees with restricting strategic logistics at MIS.1, as M40 Jn12 improvements make it suitable for B8 uses. Additionally, a new MIS should be designated in the southeast and southwest of Stratford-Upon-Avon, where sites have been offered, to better support local employment and economic growth.

The Parish Council does not support the Core Opportunity Area (COA) policy, as it may discourage investment elsewhere in South Warwickshire and lacks clear purpose. The COA is too localised and fails to support employment land near Kenilworth, Coventry, or Stratford-Upon-Avon. If retained, additional COAs should be designated south of Stratford (SG18, SG19) with a relief road, near HS2/A46 (SG01, SG02) for Kenilworth and Coventry, and around Wellesbourne (SG15, SG16) linking to the M40/A46. These areas would boost local economies, create employment and support sustainable growth while preventing settlement coalescence.
