Do you have any comments on a specific site proposal or the HELAA results?

Crynodeb o'r Gynrychiolaeth:

All of the smaller sites surrounding Bishop's Tachbrook village would, if developed, cause irreparable damage to the identity of Bishop's Tachbrook as a village. Any development would add to the feeling of urban sprawl. The impact on infrastructure specifically in terms of junctions onto the B4100 and sewage/water provision would be particularly harmful.

Crynodeb o'r Gynrychiolaeth:

Broadly support

We find the consultation document overly complex and time-consuming to navigate. The complexity gives developers an unfair advantage with the resources they can call on to frame their response. For a Parish Council, where agreement on responses is democratically important, this is a difficult and time-consuming task. A simplified version with key policies, visuals, and links for further details would make engagement easier. We urge consideration of this approach for the next consultation.

Strategic Growth Location SG10 Question

ID sylw: 101823

Derbyniwyd: 07/03/2025

Ymatebydd: Bishop's Tachbrook Parish Council

Crynodeb o'r Gynrychiolaeth:

Site SG10 – Bishop’s Tachbrook Group would have major adverse impacts, including increased carbon footprint, harm to listed buildings and loss of high-quality agricultural land. It contradicts the SWLP’s evidence-led strategy, as it is open countryside, lacks sustainable travel links and is not in an area of deprivation. The site’s multiple ownerships raise delivery concerns. Its development would lead to coalescence between Bishop’s Tachbrook and South Leamington and conflict with the Country Park policy in the Bishop’s Tachbrook Neighbourhood Plan. While it provides housing/employment land, its allocation is unsustainable and inconsistent with national and local planning policies.

Potential Settlement Question X2

ID sylw: 101827

Derbyniwyd: 07/03/2025

Ymatebydd: Bishop's Tachbrook Parish Council

Crynodeb o'r Gynrychiolaeth:

Site X2, covering 324 hectares, could accommodate 6,480 homes but faces major challenges. Ranked 4th in the SA, it lacks infrastructure, sustainable transport and proximity to essential services. It impacts priority habitats, heritage assets and natural resources, sitting on mineral safeguarding areas and flood-prone land. The HELAA flags multiple ownerships with no clear intent to sell, making it undevelopable under NPPF guidelines. X2 is poorly located, reliant on car travel and near over-capacity roads. Without infrastructure solutions, the SWLP risks failing soundness tests at Regulation 19. Increased traffic could cause severe congestion at key junctions, creating gridlock.

Potential Settlement Question X1

ID sylw: 101828

Derbyniwyd: 07/03/2025

Ymatebydd: Bishop's Tachbrook Parish Council

Crynodeb o'r Gynrychiolaeth:

Site X1, spanning 326 hectares, could accommodate 6,520 homes and employment space but faces major barriers. Assessed as red in the HELAA, it has multiple owners with no clear intent to sell or collaborate, making it undevelopable under NPPF guidelines. Lacking infrastructure, sustainable transport, and facing environmental harm, it would coalesce settlements and impact heritage assets. The Sustainability Appraisal ranks X1 highest but as the “best of a bad bunch.” Adjacent quarry plans pose health risks, and nearby roads require urgent upgrades. Without addressing infrastructure, the SWLP risks failing soundness tests at the Regulation 19 stage.

Strategic Growth Location SG09 Question

ID sylw: 101830

Derbyniwyd: 07/03/2025

Ymatebydd: Bishop's Tachbrook Parish Council

Crynodeb o'r Gynrychiolaeth:

Site SG09 – South of Europa Way would have major adverse impacts, including increased carbon footprint and waste, harm to listed buildings and registered parks, and loss of high-quality agricultural land. It contradicts the SWLP’s evidence-led approach by failing key sustainability criteria: it is open countryside, lacks public transport links, and relies on private cars. The site is not in an area of deprivation and does not align with national planning policy, failing NPPF para. 77 due to poor infrastructure and accessibility. While it provides housing/employment land, its development would not be sustainable or justified under the SWLP’s strategy.

Strategic Growth Location SG11 Question

ID sylw: 101843

Derbyniwyd: 07/03/2025

Ymatebydd: Bishop's Tachbrook Parish Council

Crynodeb o'r Gynrychiolaeth:

Site SG11 – South East of Whitnash would have major adverse impacts, including increased carbon footprint, harm to a Local Wildlife Site, listed buildings and high-quality agricultural land. It contradicts the SWLP’s evidence-led strategy, as it is open countryside, lacks sustainable transport links and is not in an area of deprivation. Parts of the site are at flood risk and its development would lead to coalescence between Whitnash and Bishop’s Tachbrook. While it provides housing/employment land, its allocation is unsustainable and inconsistent with national and local planning policies, particularly regarding heritage, environmental protection and strategic growth planning.

Do you agree with the approach laid out in Draft Policy Direction 10- Providing the Right Tenure and Type of Homes?

ID sylw: 101857

Derbyniwyd: 07/03/2025

Ymatebydd: Bishop's Tachbrook Parish Council

Crynodeb o'r Gynrychiolaeth:

Agree. Although 40% of homes built across Bishop's Tachbrook Parish have been termed 'affordable' that definition is being stretched! It is to be hoped that District Councils will have the desire and finances to build the stock of Council Houses up.

Crynodeb o'r Gynrychiolaeth:

Of critical importance is reducing the need for car ownership. People on some of the new developments e.g The Asps who are in social housing already are complaining about isolation. Infrastructure needs to be in place as homes are released onto the market not at the end of the process.
