The policy needs to address the shortfall in public transport to Local Centres where bus services are very sparse/infrequent. Where there are services they are short lived as they are reliant on developer contributions which only last 5 years. Thereafter the service is withdrawn due to lack of funds thus forcing would be passengers into cars.

In reality the concept of a 20 minute neighbourhood does not lend itself to retro-fitting. As existing settlements are allowed to expand with new building, it is unclear how the 20 minute neighbourhood will be enforced through planning.

Policies are needed to encourage small retailers in existing town centres to ensure their future livelihood.
Recognition is needed that some settlements are having to re-focus their economy on tourism and service as traditional manufacturing has declined.
Whilst further establishment of SME/micro-businesses is vital, a transition to Tourism as a key part of the economy of Shipston on Stour needs to emerge as a matter of urgency. As such, the key contributors to a successful tourism industry must be defined, preserved, supported and attracted. There is therefore disappointment that this has been relegated to Part 2 of the SWLP.

A major project has been proposed and researched by consultants Atkins: Shaping Travel in Shipston.
No mention of this project to change a town centre could be located in the South Warwickshire Local Plan - Part 1.
There is further scope to encourage new and existing shops through the business rate system to make opening and keeping open shops more attractive.
