This is badly worded. It appears to contradict the purpose of BUABs as they currently operate within the Core Strategy. We were specifically asked by the LPA to include a policy that defined a BUAB within our Neighbourhood Plan. This proved to be good advice as it served to discipline planning applications that sought to go beyond the BUAB. In this we were subsequently well supported by the LPA, including a case that went to appeal.

Do you agree with the approach laid out in Draft Policy Direction 1 - Meeting South Warwickshire's Sustainable Development Requirements?

Infrastructure must be provided before areas are released for development. Every effort must be made to ensure that residential development is within easy access by sustainable methods of travel, i.e. public transport and walking, to minimise the reliance on the private car. Housing must be concentrated where there is non-car access to employment areas. Assurance is required that development will be cascaded down from new towns, access to non-car transport, easy access to the full range of infrastructure (i.e. health care, education, public transport, employment and retail) before development is carried out in rural settlements where the infrastructure is sub-standard.
