Strategic Objectives
The Parish Council does not agree with the Strategic Objectives. The Preferred Strategy does not do the following.
1. It doesn‟t fulfil the emerging Regional & Sub-regional Spatial Strategies as there is little development focus on the North-South Coventry / Leamington Spa-Warwick corridor.
2. It doesn‟t comply with vision statements 1 & 10 since the preferred option develops 340ha of Grade 2 Agricultural land and only 16.63 ha of brownfield sites (windfalls excepted). If brownfield is raised to 47ha, Agricultural Land (Class 2 - good, arable) loss can reduce to 150ha. DEFRA report on Food by 2050 (published Aug 09) shows that it is essential to keep all arable land if food to the UK population is to be sufficient.
3. Transport journeys will not be minimized by building to the south since occupants will not travel conveniently to the south but need as much or more access north, putting additional pressure on the already overstretched 4 river/rail crossings between Warwick & Leamington. Slower traffic produces more CO2 per mile than free flowing. So spread development to spread the load over existing networks to maintain free flowing traffic.

Trust strongly recommends that all policies relating to specific growth sites, detail need to preserve these features through their appropriate incorporation into development proposals, the provision adequate buffers, securing management and protection for LBAP habitats and species and contributing to the delivery of green infrastructure.
Once again, the provision of a green infrastructure study will help inform this approach.

Against this background of misguided objectives, our more detailed comments inevitably focus on specific proposals, even though they conflict with sustainability. These comments are made because we wish further consideration of the Core Strategy to be related both to the evident defects of its content and to the misdirection of its whole. It is our view that completely different strategic objectives and detailed proposals, directed above all towards sustainability, should replace the existing Core Strategy

Both the Vision and the Objectives maintain that cultural facilities belong only within the tourist sector. Cultural facilities provide a wide range of activities from arts centres to libraries, museums and cinemas and are not provided just for tourist use. We request cultural facilities to be aligned with community facilities that also provide services to your residents.

The Strategic Objective in relation to 'maintaining a strong and growing economy' is not sufficient and does not fully reflect the Goverment's intent that the planning system should support economic recovery. It should be reworded as follows: 'To maintain a strong and growing economy through ensuring a range of suitable sites for uses that generate employment uses are available to be developed to meet future demands for jobs. (For the purposes of meeting this objective uses generating employment are not restricted to Class B1/B2/B8 uses).

Object to development being solely directed to the south of the urban area. This area could be more sustainable land to the south.
Land at Glebe Farm, Cubbington is one of the least constrained and would only have medium landscape impact.
Exceptional circumstances exist to allow development in the Green Belt based on the need to identify land for housing.
Sustainable locations to the north of Warwick/Leamington should be considered for development.

* Minimise travel demand by locating new development close to existing services and facilities;
* Maximise the use of public transport to meet new travel demand for both short and medium/longer distance journeys;
* Maximise the overall number of trips which can be made on foot and by bike;
* Ensure that development does not generate significant numbers of car trips through town centres and villages; and
* Minimise the need for significant new highway infrastructure, unless it is essential to serve or mitigate the impact of development on the transport network.

We welcome the reference to Green Infrastructure in the strategic objective number 7.
Green Infrastructure can fulfil many functions. These include the provision of opportunities for climate change adaptation for example through green corridors for wildlife movement, cooling of summer temperatures through tree shade and opportunities for recreation and leisure giving benefits for health and well-being. There are major opportunities to provide integrated benefits for the landscape, recreation and biodiversity through maintenance and enhancement of the Green Infrastructure network.
Natural England believes that all Core Strategies should be underpinned by Green Infrastructure (GI) studies.
