'Garden Suburbs' proposals may involve large areas of low-density housing which would use more acreage than if planned to a higher density. It is vital to minimise the land take of new developments. It is possible to plan for higher densities without compromising design and landscaping.
Gardens Towns Prospectus is idealistic and provides little guidance on incorporating this into existing settlements. and densities are low compared to current housing practice. Thiis conventional suburbia with an extravagant use of space and the'benefits' of 'Garden Suburbs' can be achieved at higher densities.
The easiest way of providing affordable homes is to provide more smaller homes and increase the density of them.
Proposals for low-density family housing are in sharp contrast with the type of housing which is likely to be needed, single person housing, mainly for the over 65's -
Need a more proactive policy on reuse of vacant properties and to promote 'homes above shops' to help revitalise urban areas.

Need definition of good design.
New housing should be to Parker Morris standards.
These were minimums set for UK 1961 social housing and not ncerasonale that they should be minimum for next 15 years or risk that housing cannot meet needs of occupants becoming dysfunctional or slums which is not sustainable.

Protect the historic environment - The nature of the village [Norton Lindsey] would be completely changed with an increase in the number of houses by 50% or more.
Design for safe communities and good access to services -Norton Lindsey already struggles with poor roads, no pavements, few footpaths and no cycle paths. There are no shops or medical facilities and poor public transport links (4 buses a week).
Design to reduce carbon emissions - No public transport so each house has at least one car. More housing would increase numbers of cars (road infrastructure could not support this) and carbon emissions. Roads would be even less safe.

Also welcome the intention to set out a framework for subsequent more detailed design guidance to ensure physical access for all groups to the natural environment.

The proposals for Garden suburbs are poorly presented and to suggest that development should be based on Hampstead Garden Suburb or Northumberland Rd is unrealistic as this will not deliver the kind of development the area needs.
There are alternatives which can result in far more attractive and imaginative affordable housing and brownfield sites. For example the Cohousing Movement which is a more community based approach to housing and has delivered in Stroud, Ashley Vale and Lancaster.
WDC should encourage self build and should assess the demand for it. This does not appear to have been done.

The Parish council is concerned that the strong emphasis that you place on the District Councils prospectus for Garden Towns, villages and suburbs is too restrictive. There are many ways in which high quality design can be introduced to an environment and one of the keys is to have carefully assembled variety of design sets. This helps to give a sense of place. Various positive elements of the NPPF including para. 59, 60, 62, 63 and 64 could be integrated into PO10. The Neighbourhood Plan for the Bishops Tachbrook area will need to consider quaility design.

Highway infrastructure demonstrably inadequate to deal with current traffic loads.
Situation allowed to arise due to inadequate forward planning where infrastructure hasn't kept pace with development and last opportunity to complete north-south route between towns missed.
Result experienced in Warwick with peak traffic causing congestion twice a day. Adversely affects sustainability of local economy and historic environment.
WCCs measurements show that over 70% of Warwick's traffic burden is through traffic.
Joint Study Group set up to evaluate options for traffic reduction. Indications that reduction between 15% and 30% necessary. Displaced traffic would have to be accommodated by alternative routes, changes in travel times, modal shift or evaporation.
Council member of Traffic Forum but now proposing hosuing on Banbury Road which will increase traffic demand.
Contradiction needs to be brought to Inspectors attention.
Garden City guidelines insist on wide and green approaches to towns.

The aspirations for high quality design are supported but the reference to the principles of Garden Towns, Suburbs and Villages and the prospectus in Appendix 3 implies that this approach is now confirmed and accepted by the Council. These principles need to be the the subject of consultation with other agencies, including the Highways Authority, before a working set of guiding principles can be developed.

Garden Town suburbs sound admirable but naive when you look at the number of buildings proposed and the impact on the environment. This concept did not materialise in Warwick Gates or Chase Meadow and developers will build at high density for increased profit margins. WDC has no budget for tree maintenance and developers cannot be relied upon to carry this out. After 14 years Chase Meadow still has unadopted roads, only just received its link road to the local school and the prospect of a community centre for sports provision and social interaction. Developers will not be persuaded to build at 30 units per hectare and there is no means of insisting on this.

You admitted that you did not know how the carbon emissions could be reduced by the 20% currently necessary. It therefore seems incredible that the large-scale housing developments on the edge of Warwick are suggested with a likely 40% increase in the town's population, over 15 years. This will inevitably add to the congestion and air pollution; so why is it in the plan on this scale?

it is important that these measures are only incorporated into developments where it is viable to do so. The Council should be flexible to enable smaller developments to be delivered where these measures cannot be included within the scheme to contribute towards meeting the proposed housing targets up to 2029.
RPS also considers that it is important for the Council not to reject housing proposals on larger sites which would not meet all of the aims of this policy, in terms of sustainable measures and environmental protection.
The Council should be flexible to ensure that a higher level of housing is delivered in line with these projections, potentially on less sustainable sites.
Whilst it is important to protect the local environment and enhance local vernacular, there is a presumption in favour of development and economic growth over other planning matters, to accord with national planning policy.

Norton Lindsey proposals contribute nothing to designing sage communities and good access to services nor will they they reduce carbon emissions.
Narrow roads, accident black-spot, lack of public amenity space, community will feel less safe.
Lack of shops, banks, post office and GP service will increase carbon emissions.

Preferred options are appropriate but how can they be applied to Norton Lindsey?
Existing roads are inadequate, there are no shops or medical centre and there is no bus service to Warwick, Leamington Spa or Kenilworth.
The historic hedges and furrow meadowas must not be destroyed.

The Health and Wellbeing Board should be considered/consulted in the early stages of planning any major development that will have an impact on the health infrastructure's ability to serve the local population.
Planning policy should systematically consider health and wellbeing as a matter of course. Would urge WDC to create environments to enable maximum opportunity for healthy living and reduce opportunities for unhealthy behaviour. E.g. increasing opportunities for walking, cycling, adequate lighting, green spaces and safe environments for children to play in. Whilst also creating an environment which is non obesogenic by presenting fewer opportunities for engaging in unhealthy behaviours.
Aligns with Public health indicators 'improving the wider determinants of health' and 'health improvement' and NICE guidance 'Four commonly used methods to increase physical activity (PH2)' and 'Prevention of cardiovascular disease (PH25)' and 'Physical activity and the environment (PH8)
Mental wellbeing and older people (PH16)' and 'Preventing type 2 diabetes - population and community interventions (PH35)' 'Promoting physical activity for children and young people (PH17)'.
