Far too many homes are being built to accommodate the wheelchair bound. Only 1 in 70 uses a wheelchair, this fact should be reflected in the number houses being built to this standard. This will provide significant cost saving basis

I agree wit the need to provide adequate living space in all new low cost homes and this must include storage space for clothes, belongings, pushchairs and other equipment needed by young families. The Government Standards are on the low side in my opinion.

Why are only one and 2 bed affordable homes required to meet minimum space standards (NDSS) and not all of them? Under 16s are still expected to share in 3 and 4 bed properties.

I believe all new developments should be built to be accessible and adaptable unless it can be robustly demonstrated by the applicant that it is not practicable or where the requirements are clearly incompatible with conserving any historic character

Principles are right but the technical standard used for dwellings to comply with is an appalling piece of work that the government should be ashamed of. It encourages shoe box style homes. We need quality housing / apartments that are of a livable standard and most importantly right size. Those minimum sizes described should be doubled at the very least. This is a very embarrassing piece of work and the County Councils should demand it to be re-written. Fundamentally letting the public down and allowing developers to build small crammed spaces which over long term is not good for health.

Any housing needs survey should inform this decision when a planning application comes forward. All residential buildings should be lifelong enabled. The statement that 1- and 2-bedroom homes must be built with bedrooms capable of satisfactorily accommodating 2 occupiers in each bedroom should be supported.

With regard to B1 the proposed development at Hatton, whilst a mixture of housing is laudable, the area is expensive and even starter homes will be beyond a lot of people's reach. In addition the area's amenities are inadequate. Warwick hospital is already struggling to cope with the number of patients accessing the hospital and there are insufficient G.P. surgeries to meet the huge increase of patients resulting from this proposed new settlement. This also applies to schools, shops and community assets in the area.

I disagree with the exemption "Only in circumstances where it can be robustly demonstrated by the applicant that it is not practicable and financially viable to deliver the provisions". If it was clear to developers that rules can't be waived, they wouldn't pay as much for the land. That would keep prices down and deliver the space requirements.
I also believe that space should be provided in all homes for a hot water tank. Heat Pumps require this one. Even if the developer is allowed to install gas boilers, the homeowner should have the option of a heat pump.

It is common for Local Authorities to conflate the needs of ‘wheelchair users’ with the needs of older people in the community. A supportive local planning policy framework will be crucial in increasing the delivery of specialist older persons’ housing and it should be acknowledged that although adaptable and accessible housing can assist it does not remove the need for specific older person’s housing. M4(3) places additional cost on retirement housing over general market housing.

Welcome the approach to setting out minimum space standards and accessible living standards to help to ensure that 1 and 2 bedroom homes are built with bedrooms of an adequate size.
There is no policy approach to providing homes to meet the needs of older people who wish to downsize from larger homes. This is a particular concern in rural areas and will become increasingly important with an ageing population. Encourage bungalows and accessible flats. Local Plans elsewhere have included a policy to seek a minimum of 5% of housing on sites of 50 or more homes as bungalows.
