it is unclear in the policy the key areas a well connected South Warwickshire needs to be connected to, in order to use this to define the preferred locations for new settlements. Clearly those with direct links to the M40 should be preferred.

Smart Cities cause oversurveillance and cause costs to taxpayers that are neither necessary nor proportionate. Overreliance on technology also causes environmental harms through overuse of electricity. The Digital Economy Act provisions that appear to underlie smart cities appear to be unlawful. Warwick District Council needs to be mindful of requirements NOT to discriminate against people (including in relation to providing non-smart options, instead of forcing people to 'go smart) - as per Article 14 of the Human Rights Act 1998 and the requirements to allow people to retain their Personal Autonomy and other Privacy Rights (as per Article 8).

Of critical importance is reducing the need for car ownership. People on some of the new developments e.g The Asps who are in social housing already are complaining about isolation. Infrastructure needs to be in place as homes are released onto the market not at the end of the process.

The emerging Plan recognises the importance of ensuring development proposals are aligned with sustainable transport principles, supporting a modal shift towards active and public transport systems. This is supported, including the Draft Policy direction 31 that requires development proposals to prioritise access to public transport, walking and cycling routes.
However, it is contended that in order for proposals to be able to fulfil this policy aspiration, sites must be in locations that either benefit from proximity to existing transport infrastructure, or the ability to deliver new transport infrastructure.
It should be recognised that all of the train stations in the South Warwickshire area are either in, or close to, the Green Belt, and as a result many of the best-connected towns and large villages are in the Green Belt or next to it, which is acknowledged in the Green Belt study. As such, in order to achieve the aspirations relating to promotion of active and sustainable transport, it will be necessary to consider the potential of Green Belt locations, where these are close to existing public transport. For example, the site at Springbrook Lane, as identified in these representations, is located within 5 minutes walk of The Lakes railway station, which is also served by local bus services. As a result, whilst the site is within the Green Belt, it should be recognised as an opportunity to secure development on a site that fulfils the national policy requirements to prioritise sustainable transport.

The Society agrees that sustainable transport options are crucial to reducing traffic congestion, improving air quality and supporting public health. Key to a low carbon future are well-connected, accessible systems which encourage the use of public transport, cycling and walking. To date, too little provision has been made for safe cycling lanes and pedestrian paths that would, by reducing car dependency, lower carbon emissions.
Furthermore, the poor rail service between Stratford-upon-Avon and Leamington Spa and beyond only encourages residents to use their cars. This points to the need for closer co-operation with Chiltern Railways to get the service on this line improved. To further expand rail options, no obstacle should be put in the way of the possible re-opening of the line between Stratford-upon-Avon and Honeybourne, linking with GWR services.

The B4090 has a 50 mile per hour speed limit that is not adhered to. The road undulates, meaning there are many blind spots. The A46 is already a heavily congested road that during certain times comes to a standstill. The road is also a road traffic accident hotspot due to the number of vehicles already using it. Developing SG21 would greatly add to all of these problems. There are also no pavements and trying to cross any of these roads, pedestrians are taking a huge risk.
