New settlements are preferred and this site will offer good job opportunities nearby which will support local communities as well as having good existing road connections. The development will improve transport links including the rail innovation centre connecting to the Honeybourne line.
New settlements can be driven by strategic opportunities not land availability to limit impact on the local ecology.
The site would take the congestion pressure off Stratford and meet all housing needs with least impact on the environment, preserving greenbelt land. Number of houses and space available means infrastructure like schools and docters can be built.

Southam Town, District and County elected representatives favour this site among those near Southam as more sustainable given it is already well placed for road and public transport (via A423) and offers choices of amenity centres to the north (Southam) and south (Banbury). The same goes for employment opportunities on the southern edge of Southam, down to Banbury and its relative proximity to JLR feasible with public transport.

The SWLP has 12 sites, 5 of these are Green Belt land and seven are non-Green Belt land. These seven non-Green Belt land sites have room between them for 46,500 dwellings. This includes north-east of Knightcote. The existence of these sites means that there are no ‘exceptional circumstances’ to develop any Green Belt site.
In order to comply with the National Planning Policy Framework 2024, all for these non-Green Belt sites such as north-east of Knightcote should be developed before any Green Belt site.

There is an excellent opportunity to create a 10,000 home New Settlement in approximately this location, spanning between the M40 and Chiltern Rail Line, with excellent existing and future high value employment, which could tick all the new settlement boxes in accordance with expected government task force guidance. It would benefit from some of the best transport links once HS2 opens in 2033, the released capacity allowing for stopping at a new station on the site. It could be an envious place to live - homes, jobs, and a community, with the shortest travel times to London in South Warwickshire.

There has already seen considerable house building in the area. The site lacks all the necessary infrastructure to support such a development. There is no integrated transport infrastructure, no railway station, dependancy upon motor vehicles. J12 has become increasingly busy as is the B4451 and associated roads, BI passing traffic often creates congestion and is not designed to handle the requirements from this development. Ancient wood Itchington Holt and is inhabitants will be severely impacted.

New settlement is preferred for the ability to build proper infrastructure (shops, schools, doctors etc). It is in a good location for jobs with good existing road connections. It would take congestion traffic away from Stratford and stops urban sprawl. It meets the housing need without destroying greenbelt land and key wildlife habitats, so is more sustainable.
