The National Planning Policy Framework (NPPF) states that the Government attaches great importance to Greenbelts and that the fundamental aim of Greenbelt is to prevent urban sprawl by keeping land permanently open.
The Greenbelt in Old Milverton and Blackdown fulfils the 5 purposes of Greenbelt set out in the NPPF and therefore should remain as open Greenbelt land for ever. It:
-Prevents the unrestricted sprawl of Leamington to the north
-Prevents the merging of Leamington and Kenilworth
-Helps safeguard the countryside from encroachment
-Helps preserve the setting and special character of Leamington and Warwick, both historic towns.
-Helps urban regeneration, by encouraging the recycling of derelict and other urban land

Building should only take place in green belt if exceptional circumstances can be justified. This has not been demonstrated in this case and alternative, non green belt sites are available south of the town and at Ford Foundry. there are also numerous smaller sites that do not appear to have been looked at
The key requirement is for affordable housing rather than market housing. In large scale housing developments affordable housing will inevitably be sqeezed and therefore are unlikely to deliver the houses the area needs.
The green belt is there to enhance the environment of existing communities. It provides an important opportunity for recreation which will be lost.
The development necessitates the LNRR which will add to green belt damage.

Blackdown should be viewed as a village and as such does not fall within category 1, 2 or 3. It is therefore not a village which has been identified as suitable for development. Yet a very large number of houses are proposed for the area plus community facilities and employment.
Very special circumstances have not been justified to support these proposals. Green belt is there to prevent urban sprawl and merging of settlements, but these proposals will result in coalescence in contradiction to the Coincils stated aims. There are aletrnatives to the south of Leamington. the Cheltenham appeal concluded that housing shortage and need did not amount to exceptional circumstances.
The proposed park and ride is not needed. Dualing the A452 will not help as Kenilworth Road will still be a bottleneck
the proposals would require another school to be built just after North Leam School has been rebuilt.
It appears widening of Stoneleigh Rd is propoosed, yet, this would require gardens o be requistioned.
the proposals will result in loss of high quality agricultural land.

I object to your Proposed Preferred Option plans, because you could have adopted those prepared in 2009 for the Core Strategy Plan, which did not require the use of Precious Green Belt Land. These previous plans would have been much less expensive as they did not require the extravagance of a whole new infrastructure, which we do not need.

Object to development in green belt north of Leamington for following reasons:
-the land is of high value as indicated by the Council's study
-it has high recreational value
-development will close the gap between the towns in the District
-NPPF requires very special circumstances for green belt development. This has not been done.
-There are alternatives to the south of Leamington which have access to infrastructure, M40, retail and employment.
-Developer profit should not be a factor in selecting sites.
-the proposals would result in more congestion and dualing the A452 will not resolve this.
-Further out of town retail should be resisted as it would undermine the independent retailers in Leamington.

This land is rich and agriculturally productive. We need this land to safeguard our country's food security.
It has great recreational value to the local community and gives Leamington its special personality. A great small town with already excellent facilities and with easy access tot eh surrounding countryside. Do not throw the baby out with the bath water!

However, the parish Council has argued that the housing numbers required over the next 10-15 years are substantially lower (5336) than the Preferred Options projection (10,800). Development could be accomodated almost entirely within existing commitments, windfall sites and urban brownfield sites.

Exceptional circumstances for development here have not been justified. These areas are heavily used for recreation and fulfill the 5 purposes of green belt and have a positive role to play. Green belt should be wide (several miles) and should be well deined by geographical features.
There are also suitable non green belt sites available for housing(Gallows Hill, Chase Meadow) and employment (many vacant sites which must be used (eg through tax incentives) before even more land is allocated in the green belt. These sites have better access to infrastructure (eg transport) than the green belt sites. The proposed transport infrastructure for Blackdown and Milverton would be very expensive.
The proposals would damage Old Milverton (new road) and would increase traffic at the expnse of public transport. In this respoect the proposals are contrary to the Council's low carbon policies. - especially as the green belt land is eemote from the town centre and other facilities.
The Green Belt also naturally provides for recreation and green space in a natural state.
the proposals will damage biodeiversity - even if offsettig is implemented.
