It has been incorrectly applied. Building on green belt will reduce the beauty around the Hatton Area. People will be less likely to go for walks, which will have a negative impact on health, habitat, and the area in general.

The list road improvements for Stratford-upon-Avon District includes Portabello Crossroads, Shipston-on-Stour (A429/B4035). This junction was signalised several years ago so what further works are planned? If none, then this junction needs removing from the list. In dire need of improving is the A429 Fosse Way/Darlingscote Road crossroads (approximately 2.2km north of the A429/B4035 junction) where there are frequent collisions.

Crynodeb o'r Gynrychiolaeth:

I agree with the broad approach of PD6 However some updating is needed. For example, The Portobello cross roads mentioned has already been improved with traffic lights. The Darlingscote Road cross roads with the Fosse Way is, however still in need of improvement as is the remainder of the Darlingscote Road to link the Fosse Way with the employment area on Tilemans Lane. A further transport development plan of note is the Atkins report for Shipston on Stour, 'Shaping Travel in Shipston' attached.

Crynodeb o'r Gynrychiolaeth:

This proposal underlines the problem with any development in areas other than Stratford or Warwick: the transport requirements are only focused on those areas. This is logical but typifies the failure to require improved transport and S106 undertakings from developers beyond the two major setllements in the north of the region.

Crynodeb o'r Gynrychiolaeth:

The M40 brings huge amounts of traffic into Warwick and Leamington which cannot cope. The congestion means that bus services cannot operate to schedules. School traffic is at dangerous levels congesting roads and all of these plans will make these so much more. Warwick Hospital is located in the heart of a residential area. The additional demands of the community with extra development will mean that Warwick Hospital is unsustainable. Driving to Coventry Hospital merely worsens the problem. Rather than attract people to the towns of Warwick and Leamington and villages like Barford it will have the opposite effect

There is far too much emphasis on road improvements and little of consequence for public transport. The funds required for major improvements in rail services are way beyondthe scope of a Local Plan, but should be key to where development is planned. A far more strategic long term tarnsport plan is needed. The SWLP is tinkering with trivia.

Crynodeb o'r Gynrychiolaeth:

Yes, we support the proposals identified in Draft Policy Direction 6. The SWLP should carry forward the existing safeguard measures that relate to transport schemes that are yet to be implemented. This includes the Stratford South Western Relief Road, and the land safeguarded for the possible provision of a rail station at Long Marston Airfield. The Council should actively work with the development industry to deliver the schemes, or alternative mitigation required to facilitate the development of existing and the emerging allocations, including Long Marston Airfield.

Crynodeb o'r Gynrychiolaeth:

Insufficient weight has been given to the well-known fact that road-building causes increased use of the roads. As we are in the throws of a climate emergency all other options should be considered before turning to road building and enhancement, which further exacerbates the climate crisis. Much more emphasis should be placed on active travel and on providing a reliable cheap and well-designed public transport network. This would give us a much better sustainable, equitable option for our need to become carbon neutral, and reduce noise and air pollution. This should be a priority.

I agree we need better transport -we need more buses , if you are going to bring in Park & rides then maybe they should be placed somewhere they would be used unlike Stratford's which is under used. Maybe trains could actually run rather than being cancelled randomly.
A great deal more investment is needed to make transport work efficiently which I doubt will happen.

Work on the Wildmoor and Bishopton roundabouts near Stratford would be costly and challenging in terms of funding and land requirement would impinge on the green belt with attempts to satisfy traffic routing for BW. It is unlikely that the latter would succeed in providing an economical and effective solution.

No mention is made under 'Road Improvements associated with the A46 within Stratford on Avon District' of the A46 between Stratford and Alcester which is a dangerous stretch of very busy road. In particular the crossroad junction at Red Hill with the turn to Billesley/Aston Cantlow in one direction and Binton in the other is very difficult to use safely. There is regular talk about the need for improvements but nothing seems to happen.

We have reviewed the South Warwickshire Local Plan Preferred Options Consultation with great interest and were pleased to see the proposed policy direction which is to include the safeguarding of land to facilitate widening of rail corridors. We wanted to further highlight our work on the rail corridor between Coventry and Leamington Spa and the potential requirement for the development of land along this line to allow for double-tracking which would facilitate an increased service. A letter has been sent to the consultation email which includes diagrams of the proposed safeguarding measures.

Crynodeb o'r Gynrychiolaeth:

*Transport infrastructure appears to trump all other infrastructure types which are just as, if not more important, to ensuring quality of life.
*The pattern of development is over-reliant on strategic level growth requiring large-scale infrastructure projects.
*Development at Holly Farm Business Park can be achieved in the short term without reliance on strategic transport improvements with improvements to the local highway network secured through development.
*Through reference to Figure 9 the suggestion is that there is too high a focus given to transport considerations in the emerging plan and that this might unduly constrain economic growth.

There is no mention of merging train services between Nuneaton and Leamington (currently good) and Leamington on to Stratford (currently abysmal). With the right fare structure for those employed/living in the centres served this would reduce car usage. And benefit tourism of Stratford and Warwick.
Nor is there mention of widening the M40 between Junctions 15 and 14 to take traffic from the A46 to the developments (housing/tech park etc) south of Leamington/Warwick and then banning through traffic in Warwick.

Safegaurding the potential routes for the Honeybourne line is vital to improve public transport links in the area and give people more sustainable travel options:

Stratford to Honeybourne former railway – safeguarding the route of the former railway south of Stratford-upon-Avon to Honeybourne to facilitate re-opening

Land safeguarded for the provision of a railway station at Long Marston Airfield site, adjacent to the former Stratford to Honeybourne line.

Crynodeb o'r Gynrychiolaeth:

The Council generally supports this proposal. Continued cooperation on transport matters will be essential, given the proposed amount of growth close to Cotswold District and emerging development proposals inside Cotswold District. The Council is aware of potential highway capacity issues on the B4632, which spans between Cotswold and Stratford-on-Avon Districts, and the Council requests that particular consideration is given to this issue. The Council also supports the proposals that promote the reinstatement of the Honeybourne to Stratford railway line.

There doesn't appear to be any transport proposals related to SG17 developments. As Shipston is relatively isolated from other major conurbations, any expansion related to Shipston will exacerbate current road problems around this area which would deter companies from locating or expanding employment opportunities. The lack of increased employment negates the need for additional housing.
