Crynodeb o'r Gynrychiolaeth:

There is no prospect of the Stratford to Honeybourne railway line being re-opened in the near future and so it is unrealistic to suggest that this represents a tangible infrastructure consideration to put forward as part of the site E1 selection process. Similarly, the South Western relief road is no nearer being resolved, despite many years of failed attempts amidst critical funding issues and spiralling costs. If Stratford aDistrict Council regarded this road as a precursor to 3,500 houses, then it will be even more important should that number be increased and may well be insufficient in any event.

Crynodeb o'r Gynrychiolaeth:

There is concern this policy direction implies that transport infrastructure trumps all other infrastructure types with other types of infrastructure dealt with as after-thoughts.

It is also the case that if the pattern of development is over-reliant on strategic level growth that requires too many large-scale infrastructure projects to deliver it, then the scale of growth might be constrained.

Figure 9 illustrates how decisions on major investment locations seem to have been taken outside the key public transport corridors whereas a different approach appears to apply in relation to housing and smaller scale employment proposals.

Crynodeb o'r Gynrychiolaeth:

The plan fails to provide necessary infrastructure improvements for M40 Junctions 15, 14, and 13, or to address congestion along Europa Way if further housing is developed to the south. The B4100 between Europa Way and Junction 13 functions as a key transport corridor, with unsafe T-junctions at Harbury Lane and Oakley Wood Road. Further development will worsen congestion and safety risks. Additionally, consultees cannot comment on infrastructure funding, undermining the consultation process. Capital investment in infrastructure must precede housing development to ensure viability, as past issues with Europa Way demonstrate the consequences of inadequate planning.

Previously draft safeguarded land at Bishopton and Wildmoor junctions sought to enable future A46 improvements if required. If strategic growth location SG18 (Cophams Hill) is preferred for allocation, clarity is needed on the necessity and scope of any highway upgrades. In assessing the necessity for potential transport improvements, Cophams Hill should be considered as a preferred development location, with potential for financial contributions through CIL or S106 if directly related to making the site acceptable in planning terms.

It is difficult to provide a full response until further detail is in included within the IDP. The details for the safeguarding of land for transport proposals in relation to Warwick District are relatively high level at this stage.

It is recognised that this further work is to be undertaken between now and the consultation on the regulation 19 version of the SWLP, but it is necessary to have discussions with those with land interests directly impacted by the strategies within the IDP and Policy Direction 6 ahead of the next round of consultation.

In general, safeguradiung land for potential transport improvement in the future seems prudent. With regard to the improvement of the A46/A3400 junction at Bishopton, the impact of any work on the local residents should be fully taken into account. In particular, in drawing up any plans for this work, consideration should be given to measures that would make access to Bishopton Hamlet from the A46 safer.

The University of Warwick supports the safeguarding of land to deliver very light rail and a new heavy rail station to serve Coventry South and the University. The University supports in principle the creation of a multi modal transport corridor to alleviate local road congestion and deliver modal shift in the south of Coventry area.
The University asks that they remain informed and involved in the development of Draft Policy Direction 6, particularly if any amendments to the draft policy direction are proposed following the Regulation 18 consultation.

Crynodeb o'r Gynrychiolaeth:

I support the protection of the Honeybourne to Stratford rail corridor, but not protection of land for major road-building projects, which are not compatible with recognition of the Climate Emergency or with Net Zero commitments. Road-building induces more driving at a time when all sustainable transport assessments acknowledge a need to get cars off the road. Road travel is responsible for 37% of local CO2 emissions, so this is something we simply must tackle. The relief road to Long Marston and the road from Western Road to Masons Road in Stratford are particularly unnecessary and/or damaging.

Leisure and community development at Elmhurst Farm can be achieved in the short term without reliance on strategic level improvements to the transport network.

Safe guarding land for infrastructure is essential given the scale of development proposed in the local plan. However, it is disappointing that the development of infrastructure seems to be left to the discretion of private developers who do not have a long term interest in the success of such projects. I would like to see more development of infrastructure prior to housing development particularly around the A46 which is notoriously dangerous and congested.

Crynodeb o'r Gynrychiolaeth:

Again I'd like to agree with this but the councils handling of the Stoneleigh flyover on the A46 is another prime example alongside HS2 of project slip and no appropriate service level agreements in place. It seems as though the project managers let everyone else dictate what happens and they sit twiddling their thumbs thinking up reasons for justifying the non delivery of services. I'm sure both these projects have made things up as they went along. All the consumer gets is delays, dust and frustration through road closures and traffic lights.

A viable and deliverable route must be found for the construction of a new ring road around Stratford Upon Avon. This would help to relieve traffic on the Clopton bridge. Dozens of heavy vehicles use this bridge every day from the M40 to Meon Vale. This will only worsen with more development at site E1.
The greenway route from Meon Vale to Stratford should be safeguarded as a cycle way and designated a local wildlife site / corridor. It is a very well used route that locals really value.

Do not agree with proposal to safeguard land near Bericote and Blackdown roundabouts for park-and-ride to north of Leamington. There is no evidence that this will be used and it will be a 'white elephant'. Leamington is not an all-year-round tourist town to the levels of Oxford and therefore a park-and-ride will not deal with the issues of local traffic in the town centre. Residents are travelling from North Leamington to employment and supermarket shopping to the south. These drivers will not use a park-and-ride.

I support the preservation of the Stratford to Honeybourne track bed since reinstatement of the railway would provide a low carbon route into Stratford from the South West in general and the new housing development at Long Marston in particular
I am not sure that road improvements and protection of land for them is wise because increased traffic capacity gives rise to increased road travel with associated carbon pollution. Such improvements to roads are therefore in conflict with carbon reduction policies.

Crynodeb o'r Gynrychiolaeth:

A new ring road around Stratford is needed to reduce traffic on the Clopton Bridge and redirect HGVs travelling from the M40 to Meon Vale, especially if major development occurs at location E1.

Opening the rail line between Stratford and Honeybourne has been demonstrated not possible. There is no route to connect the Greenway to Stratford Station, nor the Rail Technology Centre, and a new railway station would not be financially feasible.

The Greenway route from Stratford to Meon Vale is a valuable community resource that should be protected as a cycle route and designated as a local wildlife site/corridor.

Crynodeb o'r Gynrychiolaeth:

Transport infrastructure needs to be improved, but again the housing must be located where the jobs are, and infrastructure needs enable such development in the right location. What is not acceptable is for prime pastoral landscapes to be sacrificed for transport arteries that facilitate long distance commuting. We have all witnessed the environmental destruction for HS2, much of it unnecessary as the railway was over-specified for the job it had to do. Improving known bottlenecks has to be done, but environmental impact must be mitigated by enhanced biodiversity programmes by means of compensation. Nature recovery is key.

There's some nice hints at good options here (very light rail) but they don't go far enough.

Most of the text talks about road schemes. Stop building for the car, it doesn't work.

The only solution to congestion is viable alternatives to car travel.
