I agree with this policy but it is difficult to see how local public transport can be improved/increased until there is a fundamental change to service provision of both buses and trains

All new developments and settlements must deliver sustainable transport options in relation to accessing existing town centres. So this is more than just movement within the new developments, it how the new developments knit into the existing movement networks into town centres.

Public transport works in highly populated towns and cities. It does not work in rural areas. You will never beat the convenience of the car. Who will cycle to work / shoping when it is chucking it down? Until there is a transport system that runs on time all day every day the car will rule.

Integrated public transport at our major Rail Station at Leamington Spa would be ideal A significant bus/rail interchange on land adjacent the station would serve all the current developments to the south of Warwick and Leamington as well as a New Settlement at either/both X! and X. It would significantly reduce car journeys.

You cannot eliminate car use in rural areas as there is never enough provision for public transport. Whilst we have Indeigoplus in our area it does not operate 24/7 so cars are still a must

Electric scooters are not necessarily an effective means of sustainable transport. They require no exercise by the rider, are invariably not ridden on the road, can be dangerous where they are on the road.
Electric (or better still, human powered) cycles are a much better mode of transport and should be encouraged.

The plan should include a lot more on improving existing bus services not just to new developments but for everyone. The existing policy seems to be simply a wish with little power in it to bring about improvement.

I believe that all the things you have suggested are correct, but the inference of this is that cars will be penalised… and yet, we need to encourage people to transition to electric cars (next part of the strategy).

Our train station in Wilmcote has a listed pedestrian crossover bridge with no disabled access. To travel towards Birmingham, passengers must go to Stratford first. This is not meeting the accessibility criteria. It would probably mean adding another train stop along that route, with parking, electric charging points and disabled access ramps.
The A3400 is a dangerous road, currently limited to 50 miles per hour because of traffic incidents and fatalities. It is NOT suitable as a cycle lane.
Stratford attracts many visitors and this road is already congested. Add 6,700 homes and it will be ridiculous.

I agree but it does not match action. Alternative transport needs traffic calming and end to end cycle routes, there are none in Stratford upon Avon and none across the river. A cycle route which has a sign 'cyclists dismount' is not a cycle route. No new development should be built without electric car points for each house. Electric bikes are not bikes and should be discouraged. Insurers will not insure bikes in communal cycle bays developers illustrate. No cycle route reaches bridge street from the edge of town. Routes provided fail to follow national guidance. I never drive.

The plan as stated makes insufficient assessment of the reality of car ownership in an essentially rural area in relation to the practical demands of providing a viable public transport network. Warwickshire villages would require a significant increase in the provision of bus routes, frequency and costings if the aim of reducing car usage is to be achieved. There is not sufficient detail to indicate whether this aspirational statement is realistic

Broadly agree with proposals - sustainably transport options are desperately needed. Additionally however, low-traffic neighbourhoods should be a default as far as possible. Limiting through-roads in neighbourhoods will discourage car use for short journeys and open up new options for businesses to capture passing foot traffic without the need to provide additional parking infrastructure to support their use.

While the policy encourages cycling and other sustainable transport modes, it fails to address the lack of secure bike storage once cyclists reach their destinations in Leamington and Warwick. This is the primary reason I, and many others, avoid cycling into these towns. Without safe, accessible bike parking, cycling becomes impractical, discouraging the use of greener transport. For the policy to be effective, it must include robust provisions for secure bike storage facilities at key destinations such as retail centres, employment areas, and leisure facilities to ensure cyclists are supported throughout their journey, not just at the point of departure.

Transport options from a new town next to Wilmcote will be cars as the local railway links are limited and the station at Wilmcote could not be developed due to historical listed significance and flooding risk. Sustainable transport options will be very low.

In part i agree and the aspiration is commendable. Reality is the British Transportation and connectivity including time and costs has to be significantly improved. People will use public transport if it is efficient clean and economically viable. I have lived in Shanghai and Japan and their transportation system and connectivity just works and is affordable / cost effective. You only have to read the recent news where a person in south west flew via Spain to procure a car in north west of England.
Whilst your principles of the draft are with good intentions delivery of is somewhat challenging.

All developments of any size should contribute to travel infrastructure. Isolated developments which disproportionately use roads should pay a premium.
Developments must pay for foot and cycle connectivity.
Developments should only be permitted where there is access to reasonable rail or bus services. New stations and the reopening of rail lines would be positive benefits

Priority should be given to developing new public transport links, such as additional railway stations, to alleviate pressure on existing travel routes and support the creation of new settlements. This would be a more sustainable alternative to overburdening Stratford’s existing infrastructure.

Any physical creation of new paths to achieve Active Travel objectives within South Warwickshire is to be welcomed (provided that equestrians are included, as a minimum, on those outside of large town centres), as this will enhance the ability of the public to increase its access to safe off road routes for leisure and commuting. District Authorities should take a strategic approach to Active Travel proposals within their administrative boundary - giving consideration to potential links outside their boundaries that could contribute to a more integrated network and achieve maximum benefit for all users.

Warwickshire cannot be compared with cities for transport needs. Car ownership should not be discouraged as a County plan since no other feasible option exists for many. Bus provision in many rural areas is infrequent and severely limited with few destination choices placing residents there at a great disadvantage. Bishop's Tachbrook to Warwick hospital is only 3 miles but takes 2 buses and an hour's travel. Many have to come from Shipston/Stratford rural areas for treatment with inadequate parking provision in Warwick. Walking/cycling are not feasible for many and their needs should be recognised more fully.
