The policy needs to address the shortfall in public transport to Local Centres where bus services are very sparse/infrequent. Where there are services they are short lived as they are reliant on developer contributions which only last 5 years. Thereafter the service is withdrawn due to lack of funds thus forcing would be passengers into cars.

The proposals in DP 31 cannot be put into practice for site BW without considerable difficulty and cost if at all, especially as employment, leisure and retail destinations would be distant from the settlement. There are no feasible routes for a cycle track to Stratford and accessible public transport would involve complex delivery. Car dependency would be considerable unlike on other settlement sites such as E1 where a new rail station and link to Honeybourne can be considered. Rail stations would not be integrated in site BW and would require ancillary travel to access them.

There is a deep need for a sustainable public transport system in rural South Warwickshire. This sadly cannot be achieved by planning alone. It requires a farsighted transport policy with strong public backing.

The requirement that development proposals must prioritise access to public transport, walking and cycling routes is critical to ensuring that the spatial pattern of development is sustainable. South Warwickshire remains a relatively rural district with a dispersed pattern of development, the aim of reducing car dependency may negatively affect those with reduced mobility and lower incomes within less well-connected areas. An option that encourages growth in locations that have greater access to more sustainable forms of transport would be supported.

Godwin Developments acknowledge the approach set out in draft policy direction 31 regarding sustainable transport accessibility. It is accepted that the development proposals should seek to prioritise access to public transport, walking and cycling routes.
As noted in the accompanying Vision Document, it is noted that Land at Aylesbury Road benefits from a range of sustainable transport options which will enable future residents and users to access the site and numerous local facilities via walking, cycling and public transport.

The proposals cannot be realised for BW without considerable challenge and cost if at all, especially as employment, retail and leisure destinations would be distant from the settlement. Cycle tracks and accessible public transport are particular issues here. Car dependency would therefore not be minimised as it could be on other settlement sites such as E1 where a new rail station and link to Honeybourne and the N Cotswold line are feasible. In BW rail stations would not be integrated, would require other means of travel to access them and have other attendant problems.

This design is for the 2040's - electric cars will be prevalent and more efficient than short infrequent diesel trains. Naïve assessments based on a perception of transport links is not appropriate. It is clear that new settlements are being built not for local employment - so road transport infrastructure is required. Cycle lanes while nice will not suffice to offer transport solutions. the statements are nice but are not realistic to the actual needs driving the new settlement approach.

I do support DPD 31.
But is there enough emphasis on moving car users to public transport?
Car users, it is already apparent, will not move to Public transport because it makes environmental sense, or to reduce overcrowding on the roads, or to improve the town centre experience.
Especially to our shoddy diesel driven service in too large buses offering inadequate service.
Or until the use of an already purchased car becomes less convenient and more expensive than public transport.
