Crynodeb o'r Gynrychiolaeth:

It is agreed that development should aim to be accessible by sustainable transport, but in a District containing a large number of rural settlements, this is not always possible. Flexibility should be introduced to require sustainable transport accessibility wherever possible.

Our client considers that it is no longer appropriate to rely solely upon surveys of the physical infrastructure, such as access to transport. Alongside, it is appropriate to also consider the social, economic and environmental benefits for sustainable development of the burgeoning trends in rolling out carbon efficient technologies into rural areas and trends in home working and behavioural patterns.

I agree here, but we also need to acknowledge the design and layout of our streets affect active travel, it goes beyond just having cycle lanes and parking, it's about permeability for active modes and public transport.

Crynodeb o'r Gynrychiolaeth:

This is a key sustainability issue for Meon Vale and Long Marston Airfield. There is no adequate transport infrastructure for either site at present. Car dependency will continue until such time as there are adequate means of alternative travel to and from work and for other purposes. Bus services are infrequent and there are railway stations at Stratford and Honeybourne, both of which are around six miles distant and which require access by car. It is not surprising that there is no integrated transport system in such a rural location. That is part of its charm.

Crynodeb o'r Gynrychiolaeth:

We agree with the emphasis on promoting sustainable travel. Consistent with the intention of the NPPF, land allocations should be located so as to contribute to a sustainable pattern of development. This ensures that development is focused on locations that are or can be made sustainable, through limiting the need to travel and offering a genuine choice of transport modes. The integration of land use and transport is therefore critical to the achievement of the objectives of this policy; this is grounded first in the location of new land allocations.

Crynodeb o'r Gynrychiolaeth:

The Council’s approach to sustainable transport and accessibility is supported. The requirement that development proposals must prioritise access to public transport, walking and cycling routes is critical to ensuring that the spatial pattern of development is sustainable. South Warwickshire remains a relatively rural district with a dispersed pattern of development, the aim of reducing car dependency may negatively affect those with reduced mobility and lower incomes within less well-connected areas. An option that encourages growth in locations that have greater access to more sustainable forms of transport would be supported.

Crynodeb o'r Gynrychiolaeth:

Recent history shows that transport issues have become worse, some of which is due to the actions of the Council. These include road congestion due to incorrect scalke of residential developments, traffic "improvements" (Stanks Island, Tachbrook Park), the termnination of the scheduled bus service to Hatton Park and the reduced train services to Hatton Station. These have all occurred on the Council's watch so, understandably, residents are sceptical about the Council's ability to deliver on this approach.

Crynodeb o'r Gynrychiolaeth:

The policy should prioritise development proposals with access to public transport, walking, and cycling routes, aligning with the NPPF, to reduce travel needs and promote sustainable modes of transport. The policy could be expanded to support sites with existing sustainable transport links, such as the site at Cophams Hill and its proximity to a railway station, particularly where reduced car dependency can be achieved.

Crynodeb o'r Gynrychiolaeth:

The intention is not contestable
There is however no evidence of any willingness to move from independent motorised transport unless it is made completely impracticable, ie as in large metropolitan districts.
'Active Travel' does not happen. The number of cycles in the storage facility at Warwick Parkway station has not been seen to exceed 10. Existing cycle lanes and paths are little used, and the roads, especially in the towns of Warwick District are chronically congested
The proximity of site B1 next Hatton Station would not meaningfully reduce motor car usage.

Instead, the social, economic and environmental benefits for sustainable development of the burgeoning trends in rolling out carbon efficient technologies into rural areas and trends in work and behavioural patterns should be considered, including reliance on the Internet for social, community, entertainment and other services, as well as for work. The policy should reflect the fact that rural communities will continue to depend upon private transport. Many desirable developments, especially small, non-strategic sites and plots will not be able to subsidise public transport or provide infrastructure to the extent envisaged by the draft policy. Hence the reference to "all" new developments and proposals should be modified so as not to discriminate against small sites and rural locations.

I’m slightly surprised given the importance stated in the SWLP vision and growth strategy - that transport is a priority for the sustainable development policy options that have been selected so far - that this chapter is not more prominent. This policy doesn’t have a spatial dimension. How might it impact (positively) on the choice of housing-led strategic sites and planned communities/New Towns? Reviewing the interim SA conclusions should also be undertaken.

Crynodeb o'r Gynrychiolaeth:

While I agree with the overriding principles I think to make any significant reduction in car ownership will not be realistic.
With the increase in electric vehicles the carbon impact will not be as significant as for internal combustion engines and the flexibility of smaller vehicles should also be considered. There is no mention here of autonomous vehicles which, with time, will most likely form a significant part of public transport
