Crynodeb o'r Gynrychiolaeth:

Regarding SG20 and Refid 16 and Refid 16, there is no active bus route between Bidford and Ardens Grafton. No buses go along the Wixford Road. No train station in Bidford to provide sustainable travel. Increased dwellings will result in increased traffic travelling from Bidford through the villages of Ardens Grafton and Temple Grafton to reach the A46. The A46 is a single stretch of carriageway between the Alcester Roundabout and Wildmoor Roundabout and cannot support huge increases in people travelling by car. It is already gridlocked at peak times and Billesley Junction is very dangerous..

Crynodeb o'r Gynrychiolaeth:

Development should aim to be accessible by sustainable transport, but with a large number of rural settlements, this is not always possible; flexibility should be introduced.

It is no longer appropriate to rely solely upon surveys of physical infrastructure. Instead, the social, economic and environmental benefits for sustainable development of the burgeoning trends in rolling out carbon efficient technologies into rural areas and trends in work and behavioural patterns should be considered, including reliance on the Internet for social, community, entertainment and other services, as well as for work. Tanworth In Arden currently benefits from access to Ultrafast broadband.

Crynodeb o'r Gynrychiolaeth:

Reducing car dependency is highly impractical for those who live in rural areas / the outlying villages
Public transport is already over crowded / provides a poor experience / lack of options so people are unlikely to choose this as a preference when travelling to and from work
Cycle lanes and paths won't work in rural areas as roads are too narrow to accommodate.
The high speeds travelled on such roads make it unsafe to walk or cycle in these areas

There is clearly zero plan for the provision of traffic in and around Stratford upon Avon. It’s already at breaking point. This plan does not address any of the existing issues, let alone propose a solution that matches the plan.

Crynodeb o'r Gynrychiolaeth:

No further development should take place South of the River Avon given the lack of adequate Road, Rail or Public transport.

Cars and personal trasports options are the only ones that are available to most people living in South Warwickshire and nothing in this plan suggests that this will chnage - there are too many bland platitudes and well meaning words that will not achive the policy objective without major financial investiment.

Crynodeb o'r Gynrychiolaeth:

Preferred site 12 in Tanworth- in-Arden is a rural location where infrastructure is not set up to support the housing dwellings proposed. The nearest train station is Danzey Green, with only one train running on the hour to Birmingham where employment opportunities are going to be. The distance from the proposed site to the train station is more than an hours walk and therefore only accessible by car. The second nearest train station is Whitlocks End which is also only accessible by driving. Thus more cars on the road & increase in Co2 emissions, which does not meet global obligation.

Crynodeb o'r Gynrychiolaeth:

With regard to developments to the south west of Stratford, it is essential that a bypass/ relief road is built to take traffic around Stratford and over the river Avon to join the A46. The idea that public transport, cycle lanes and EV charging points will suffice is highly optimistic as all will still have to rely on the C15 Clopton Bridge and pass through the centre of the town.
This should be built before any more development is allowed to take place.

I agree with the broad aims of the approach but would like to see far more being done to realise these aims than has been achieved up to now. One example would be the development of the new shared cycle / pedestrian way on the A439 Warwick Road out of Stratford, which does little to encourage active transport. More needs to be done to accommodate and improve other forms of transport and to encourage people out of their cars.

Crynodeb o'r Gynrychiolaeth:

How many more cycle lanes need to be built and at what cost before anyone will admit that are not and never will be used to any material extent?

The majority of people will not cycle because even with bike lanes cycling is inherently more dangerous than any other form of transport. People also need to transport shopping, goods and often children and are often too old or too young to cycle safely. Furthermore until someone is willing to fund proper policing of our streets bikes will simply be stolen as soon as they are parked or left anywhere.

Crynodeb o'r Gynrychiolaeth:

In a rural area cars are essential. Travel plans, mobility hubs and limited car parking etc will have no effect - residents of the new settlements will require cars. The policy needs to reflect the realities of living in a rural area - a rural area like South Warwickshire will never have the quality and frequency of bus and train services that an urban area like Birmingham has.

Crynodeb o'r Gynrychiolaeth:

Gladman recognise the importance of realising opportunities for sustainable transport options and connectivity. We are actively pursuing this on all our development proposals across South Warwickshire.

Gladman recognise the importance of this objective in reducing reliance on private car use. Effective walking and cycling strategies and a reliable public transport network is essential in supporting a modal shift.

Gladman are exploring a range of measures through which our sites interests can support this objective, from on-site transport mobility hubs, to contributions toward enhancing walking and cycling routes, as well as supporting bus connections through increased patronage and where necessary development contributions.

Gladman design work ensures accessibility and safety to all members of the public and specifically the vulnerable. This may range from layout of the development site and pedestrian footpaths to ensuring methods of active travel are accessible to all.

Sites promoted by Gladman will deliver a comprehensive package of pedestrian and cycle infrastructure promoting sustainable transport, including a suite of practical measures aimed at reducing traffic impact.

Well-designed open space will support active lifestyles, by encouraging walking and cycling. It can also assist in climate change resilience, as tree planting provides shading and CO2 absorption.

Crynodeb o'r Gynrychiolaeth:

If Warwick District Council really wants people to use Public Transport more, it is about making it:

1) run on time.
2) comfortable (including enough toilet facilities on all trains and appropriate/ enough facilities at stations).
3) safe, including from abusive and illegally-acting train crew, for example, innocent people using toilets have had their voices recorded when asking train managers (and their trainees) to please leave them alone and have been filmed on bodycameras when exiting when they had valid tickets and weren't doing anything wrong.

Prevent staff abusing passengers, if you want more people to use public transport.

The policy should prioritise development proposals with access to public transport, walking, and cycling routes, aligning with the NPPF, to reduce travel needs and promote sustainable modes of transport. The policy could be expanded to support sites with existing sustainable transport links, such as the new settlement on land south of Kingswood and its proximity to Lapworth Railway Station.

The Council’s approach to sustainable transport and accessibility is supported. The requirement that development proposals must prioritise access to public transport, walking and cycling routes is critical to ensuring that the spatial pattern of development is sustainable. South Warwickshire remains a relatively rural district with a dispersed pattern of development, the aim of reducing car dependency may negatively affect those with reduced mobility and lower incomes within less well-connected areas. An option that encourages growth in locations that have greater access to more sustainable forms of transport would be supported.

It is agreed that development should aim to be accessible by sustainable transport, but in a District containing a large number of rural settlements, this is not always possible or realistic. Flexibility should be introduced into the policy direction to require sustainable transport accessibility wherever possible.

It is no longer appropriate to rely solely upon physical infrastructure, such as access to transport. Objectives and policies are fine in principle but electric scooters are not yet legal on roads. Ebikes are heavy and more expensive.

The council have encouraged use of public transport/cycling and built cycle routes but few make use of them, keeping to the highway.
Public transport is unreliable, often late or doesn't turn up. It takes too long and there is none to rural areas. People will still want cars, more development means an increase. Some households own 4 or 5 cars so each can go out.

This policy is ineffective, legislation is required to cut car ownership.
